The Standing Committee of Jiangsu Provincial People's Congress has contributed to the province’s social and economic development and the promotion of high quality development by promoting scientific legislation, democratic legislation, and law-based legislation so as to have provided guidance, promotion, standardization and guarantee for the province’s economic and social development.
In Xuzhou, a batch of shared electric bicycles equipped with safety helmets appeared on the streets. This is a new change made by the local government to implement the "Regulations on the Management of Electric Bicycles in Jiangsu."
More than half a year since the implementation of the regulations, around 90% of the electric bicycle riders have worn helmets and had license plates. The number of electric bicycle accidents and deaths has dropped significantly year-on-year.
Over the past year, the Standing Committee of the Provincial People’s Congress has formulated and revised 23 provincial regulations and 5 preliminary reviews, promulgated regulations on the management of electric bicycles, promoting facilitation of government services, optimizing the business environment, water pollution prevention.
The Provincial People's Congress has joined hands with the Shanghai and Zhejiang People's Congress to legislate the development of the Yangtze River Delta Ecological Green and Integrated Development Demonstration Zone. At the same time, the Provincial People's Congress carried out online questionnaires in a bid to further enhance the democratic and scientific nature of legislative decision-making.
According to the legislative plan and arrangement, the Standing Committee of the Provincial People’s Congress plans to promote 16 formal projects and 17 preliminary projects this year, involving employment promotion, education and health, intellectual property protection, soil pollution control, and infectious disease control.
