Jiangsu announces measures to boost overall reform

With the reform becoming more complex, sensitive and onerous, east China’s Jiangsu province will spare no efforts to strengthen and improve the Party’s coordination and leadership over deepening reform in all areas, according to a press conference held Thursday by the information office of the provincial party committee and the reform office of the provincial government.

The press conference was held to elaborate on the two documents regarding the further promotion of overall reforms reviewed and approved by the 14th session of the provincial commission for deepening overall reform.

The two documents are "Implementation Opinions on Creating a Better Development Environment to Support the Reform and Development of Private Enterprises" and "Implementation Opinions on Promoting the Inheritance and Innovation and Development of Traditional Chinese Medicine".

Jiangsu is a powerhouse of private economy with its private sector accounting for 55% of the province's total economy.

"Implementation Opinions on Creating a Better Development Environment to Support the Reform and Development of Private Enterprises" made specific regulations in terms of market access, financing loans, use of factors and hidden barriers in the bidding process that used to be the bottlenecks for private enterprises.

Private enterprises can gain equal access to industries and fields not included in the negative list in accordance with the law.

Private companies can conduct competitive businesses in key industries and fields such as electricity, telecommunications, railways, oil, and natural gas.

Social undertakings and financial services have substantially relaxed the market access for private enterprises.

Governments at all levels and financial institutions shall not set unequal standards or conditions in disguised form in the use of financial loans, land supply, and energy consumption indicators.

The "Implementation Opinions on Promoting the Inheritance and Innovation and Development of Traditional Chinese Medicine" listed 26 measures from the six aspects of Chinese medicine service system, capacity building, Chinese medicine quality and industry, and talent training, and proposed a series of quantifiable goals and tasks.

By 2022, 80% of city and county-level traditional Chinese medicine hospitals will meet the national construction standards for infrastructure conditions.

100 provincial key specialties strengthened and 100 suitable Chinese medicine techniques will be promoted.

Jiangsu will incorporate TCM medical institutions into the infectious disease prevention and public health emergency management system, establish an emergency response mechanism for TCM participation in response to public health emergencies and a coordination mechanism for TCM and Western medicine in the prevention and treatment of major infectious diseases so as to ensure that TCM is deeply involved in the handling of public health emergencies and medical treatment.
