The Standing Committee of the 13th Provincial People's Congress kicked off its 19th session Tuesday morning in Nanjing. Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, presided over the first plenary meeting.
Present at the meeting were deputy Directors of the Standing Committee of the Provincial People's Congress Li Xiaomin, Wang Yanwen, Chen Zhenning, Xu Zhongzi, Xing Chunning, Liu Handong, Qu Futian and Secretary General Chen Mengmeng.
Vice Governor Hui Jianlin, President of the Provincial Court Xia Daohu, Chief Prosecutor Liu Hua of the Provincial Procuratorate and leading officials of the Provincial Supervision Committee attended the meeting as non-voting members.
The Chairperson Meeting of the Provincial People's Congress Standing Committee, the Provincial Court, and the Provincial Procuratorate respectively submitted personnel appointment and removal cases to this meeting. Li Xiaomin, Xia Daohu, and Liu Hua made explanations respectively.
Wang Yanwen, on behalf of the Law Enforcement Inspection Team of the Standing Committee of the Provincial People's Congress, made a report on the inspection of the implementation of the " Production Safety Law of the People's Republic of China" and the " Production Safety Regulations of Jiangsu Province".
The provincial government, the local governments and relevant departments took the opportunity of the State Council’s special programs to regulate and supervise production safety to vigorously promote the implementation of laws and regulations, further tighten the legal responsibilities for production safety, improve the supervision system and mechanism, increase the special rectification efforts, an enhance the guarantee capacity, the report said.
Fan Jinlong, member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor made a report on the work safety on behalf of the Provincial Government.
The report pointed out that the provincial party committee and the provincial government have thoroughly studied and implemented General Secretary Xi Jinping’s important expositions on production safety, earnestly implemented the decisions and deployments of the Party Central Committee and the State Council, and carried out special programs to address production safety.
On behalf of the provincial government, Fan Jinlong gave a report on optimizing the business environment, pointing out that the provincial party committee and the provincial government have attached great importance to optimizing the business environment by adhering to first-class standards, focusing on overcoming weaknesses, and accelerating the creation of a market-oriented, legalized, international first-class business environment so as to promote the province's business environment to be at the forefront of the country.
