Standing Committee of Provincial People's Congress kicks off 18th meeting

The Standing Committee of the 13th Provincial People's Congress kicked off its 18th meeting Tuesday in Nanjing. Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, presided over the first plenary meeting.

Present at the meeting were Deputy Directors of the Standing Committee of the Provincial People's Congress Li Xiaomin, Wang Yanwen, Chen Zhenning, Xu Zhongzi, Xing Chunning, Liu Handong, Wei Guoqiang, Qu Futian and Secretary General Chen Mengmeng.

Also present at the meeting were Vice Governor Zhao Shiyong, President Xia Daohu of the Provincial Court, and leading officials from the Provincial Supervision Committee and the Provincial Procuratorate.

Chen Mengmeng briefed the participants on the agenda and schedule of the meeting. The meeting has 25 agenda items over 3 days.

Xia Daohu and the leading official of the Provincial Procuratorate submitted a personnel appointment and removal case to this meeting.

The leading official of the Legislative Affairs Committee of the Provincial People's Congress submitted a report to the meeting on the deliberations of the draft version of the Regulations on the Administration of Police Auxiliary Personnel in Public Security Organs of Jiangsu Province.

The meeting of directors of the Standing Committee of the Provincial People’s Congress submitted to the meeting a proposal for deliberation on the Draft Decisions of the Standing Committee of the Jiangsu Provincial People’s Congress on Promoting and Ensuring the Construction of the Yangtze River Delta Ecological and Green Integration Demonstration Zone.

The provincial government submitted to the meeting for deliberation the draft version of the Regulations on China Jiangsu Pilot Free Trade Zone, the revised draft version of the Regulations on Volunteer Service of Jiangsu Province, the draft verision of the Regulations on Deepening Cross-Strait Industrial Cooperation Pilot Zone in Kunshan and the draft revised version of the Jiangsu Province Land Management Regulations.

Commissioned by the provincial government, leading officials from the Provincial Department of Commerce, Provincial Department of Civil Affairs, Provincial Development and Reform Commission, and Provincial Department of Natural Resources gave explanations to the meeting on relevant issues.

The Finance and Economics Committee and Social Committee of the Provincial People's Congress, the Ethnic and Overseas Chinese Affairs Committee of the Standing Committee of the Provincial People's Congress, and the Environmental Capital and Urban Construction Committee submitted deliberation and review opinions.

Xing Chunning delivered a report on the implementation of the Soil Pollution Prevention and Control Law of the People's Republic of China on behalf of the Law Enforcement Inspection Team of the Standing Committee of the Provincial People's Congress.

It is stated in the report that governments at all levels in the province and all relevant parties have attached great importance to the implementation of the Soil Pollution Prevention and Control Law by strictly implementing the legal system and the prevention and control measures and strive to improve the overall level of soil pollution prevention and control to ensure that the province’s soil environmental quality will remain stable.

Entrusted by the provincial government, the leading officials of the Provincial Department of Finance, the Provincial Development and Reform Commission, and the Provincial Department of Agriculture and Rural Affairs delivered a report on the management of administrative and institutional state-owned assets in 2019, a report on the promotion of major industrial projects in 2020, and the revitalization of rural industries in the province report.

The participants heard the report of the provincial court on the judicial work of the provincial courts on intellectual property rights.

The Standing Committee of the People's Congress of Nanjing and other cities submitted 12 local regulations and statutory decisions for review and approval.
