
East China’s Jiangsu province has spared no efforts to streamline administrative procedures and transform government functions in a bid to help ease financial difficulties for the market players in the province.

Huai'an Nylon Chemical Fiber Co., Ltd. is a textile enterprise specializing in automobile tire cord products. Affected by the epidemic in the first half of this year, the company’s foreign trade orders were delayed, dragging down invoice sales by nearly 20% year on year.

"Delays in exports have made it difficult to recover loans, so the entire cash flow is gradually reduced and the pressure is very huge," said Lu Zhijian, General Manager of Huaian Nylon Chemical Fiber Co., Ltd..
The central government has issued a number of subsidy policies to stabilize enterprises. Nylon Chemical Fiber Co., Ltd. submitted a subsidy application. Less than a month later, more than 6 million yuan of subsidies were transferred to the company's account.

"I didn't expect the subsidies to arrive so quickly and in time. At the most difficult time the government can supplement the cash flow of funds," said Lu Zhijian, General Manager of Huaian Nylon Chemical Fiber Co., Ltd..
The timely distribution of financial funds has benefited from the reform of financial rewards and subsidies integrated services implemented by Huai'an City.
In June, the Huai’an City Financial Reward and Subsidy Integrated Service Platform was launched, and 227 business projects were launched to avoid the hardship of people going back and forth for administrative formalities.

Up to now, authorities in Huai'an have handled more than 2,000 financial incentives and subsidies of various types, reducing the administrative procedures by 45% on average, and cutting back on the time spent on the formalities by 60% on average.
