China’s first ever certificate of origin by intelligent review was issued in Changzhou city, Jiangsu province, on Monday. The automation, specialization and intelligence nature of the issuance of the certificate of origin is expected to further improve the efficiency of examination and approval and help foreign trade companies to seek greater overseas presence.
On Monday morning, under the guidance of customs officers, Changzhou Dahua Import and Export Co., Ltd. applied for the certificate of origin through the intelligent document examination system.
At 8:33, the enterprise submitted the application materials. At 8:35, the system passed the review and the applicant received the certificate.

The certificate of origin is a pass for goods to enter the international trade as it helps importers and exporters to enjoy tariff reduction and exemption policies, and to facilitate customs clearance.
The intelligent document review system relies on new technologies such as big data analysis and pattern recognition with the computer replacing manual review and the applicant making self-printing, which greatly speeds up the processing time of foreign trade enterprises.

According to statistics, from January to July, Nanjing Customs issued a total of 390 thousand certificates of origin of various types, involving a value of more than 20 billion U.S. dollars, and reducing or exempting export enterprises from tariffs of about 603 million U.S. dollars.
