Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, called for all-out efforts to ensure people's lives and safety as the top priority in the prevention, rescue, and relief work regarding floods and geological disasters. He made the remarks when presiding over a recent meeting of the standing committee of the CPC Jiangsu Provincial Committee on flood relief and rescue, work safety and programs to address safety hazards of chemical plants.
The important instructions made by General Secretary Xi Jinping on flood relief and rescue have reflected the people-first development thinking and the people-oriented concept, according to a statement released after the meeting.
It is important to study and implement the instructions made by Xi Jinping from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping at the core so as to ensure the security of people’s lives and properties, the statement said.
More rainstorms have been reported since June in many parts of Jiangsu, triggering floods and geological disasters.
As many places have entered their flood seasons, with some facing tough situations amid the approaching typhoon season, Lou Qinjian required the Provincial Flood Control and Drought Relief Headquarters, and other departments, to strengthen coordination and provide effective guidance in flood and typhoon prevention.
The relevant departments and local governments should bolster the prevention of torrential floods and the flooding of small and medium-sized rivers, and keep a close eye on areas with heavy rainfall to timely evacuate people from dangerous areas, according to the CPC provincial secretary.
Lou Qinjian stressed the need to put people first, and value people's lives most in the combat against floods. He also underscored the necessity to coordinate epidemic prevention with flood control and disaster relief work, combine prevention preparations with emergency response, strengthen flood monitoring, and promptly identify risks.
Lou demanded water resources, natural resources and meteorology departments to enhance monitoring and early warnings, improving their accuracy and coverage, while emergency rescue teams should be prepared for disaster relief efforts.
He also called on the province to ramp up efforts in flood control and drought relief to ensure the safety of people's lives and property.
Lou Qinjian said that in accordance with the important instructions of the General Secretary and under the guidance of the State Council's inspectorate group, Jiangsu has carried out special programs to address work safety, further improved the safety production system and mechanism, and improved the capabilities for work safety, as is evidenced by the generally stable work safety situation in the province.
Jiangsu is yet to improve intrinsic safety and promote the modernization of the safety production governance system and governance capabilities, according to the CPC provincial chief.
Lou Qinjian noted that the observance of the national work safety month should be carried out by publicizing General Secretary’s important instruction on work safety at the grassroots level so that the latent safety hazards at small chemical plants will be dealt with effectively.
