Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, called on more efforts to maintain strategic resolve and firm confidence, effectively shoulder responsibility mission, unswervingly promote high-quality development, and make new and greater contributions to China's economic development and stability. He made the remark when presiding over the group deliberation of NPC deputies from Jiangsu province on Sunday.
Lou noted that President Xi Jinping stressed analyzing China's economic situation from a comprehensive, dialectical and long-term perspective, urging efforts to foster new opportunities amid challenges and make new advances amid changes.
The General Secretary’s remark has showed the way forward as it is important for us to maintain strategic resolve and boost confidence in the face of difficulties from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping at the core, said Lou Qinjian.
The CPC provincial chief said Jiangsu must shoulder the responsibility to stabilize economic development, promote the country’s overall development, implement the central government’s decision-making and deployment, improve the domestic demand system, smooth the economic cycle, and enhance the new development pattern that takes domestic circulation as the main body and promotes domestic and international circulation with a view to enhancing the competitiveness of the industrial chain supply chain.
Noting that new draft civil code represents a milestone in the development of China's civil law system, Lou Qinjian said that the compilation of the civil code is of profound significance to advancing law-based governance, promoting high-quality economic development and enhancing public wellbeing.
The draft civil code, which includes general provisions and six parts respectively on property, contracts, personality rights, marriage and family as well as inheritance and torts liability, has been submitted to the top legislature's annual session for deliberation.
The civil code is rooted in the profound historical culture and tradition of the Chinese nation with reference to Marxist theories on the state and law, demonstrating the achievements of China’s legal system and confidence in China’s system, said the CPC provincial chief.
Lou Qinjian said that from the perspective of comprehensively advancing the rule of law, civil law is a basic and comprehensive law with a systematic integration of civil law systems, thus conducive to better safeguarding governance by good laws and promoting the improvement of national governance system and governance capacity.
The compilation of the civil code will help to further improve the basic legal systems and codes of conduct in the civil and commercial field, mobilize the enthusiasm and creativity of various market players, create a fair and just market environment, and promote high-quality economic development with services, according to Lou.
