East China’s Jiangsu province will spare no efforts to regulate land and space planning by following the important instructions given by General Secretary Xi Jinping so as to ensure sustained development of the economy, according to a provincial working conference on land and space planning. Wu Zhenglong, governor of Jiangsu and Director of the Provincial Land and Space Planning Committee, addressed the meeting.

Wu Zhenglong pointed out that strengthening and improving the land and space planning is a strategic measure to implement the central government's planning, an important starting point for promoting high-quality development and accelerating the construction of a new Jiangsu, and an inevitable requirement for promoting the modernization of the governance system and governance capabilities.

He asked regional governments to be fully aware of the significance of establishing a system for land and space planning, accelerate the advancement of land and space planning and supervise the implementation of various tasks, and comprehensively improve the modernization of the land and space governance system and governance capabilities by following General Secretary Xi Jinping’s important instructions and the decision-making policies of the CPC Central Committee and the State Council from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping at the core.
Wu Zhenglong emphasized that we must follow the Xi Jinping Thought on socialism with Chinese characteristics for a new era, adhere to the new development concept, take the people-centered approach, grasp the overall requirements for the preparation of land and space planning, strengthen strategic guidance, scientific planning, and establish the province ’s land and space planning syste
Efforts should be made to improve the land and space development and protection system to make it more efficient, fairer and more sustainable so as to provide a solid space guarantee for promoting high quality and accelerating the construction of a new Jiangsu, the governor said.
Wu asked regional governments to focus on improving regional coordinated development and urban-rural integration and delegating the approval of land use to lower governments to make land and space planning compatible with the province’s economic and social development, manage the nature and use of land according to law, and improve the quality and efficiency of land use.
He also required more efforts for epidemic prevention and control by preventing the imported cases from abroad and the rebounding of infection in the country so as to ensure the accomplishment of social and economic development goals.
The Ministry of Natural Resources said in September last year that China will markedly streamline its administrative approval system for land and space planning amid efforts to improve the business environment and governance efficiency.
With red tape-cutting reforms on planning permission and land use approval, application materials will be significantly trimmed and approval time will be greatly reduced, the Ministry said.
In the past, applicants needed to go through an overlapping review by different government departments to get approval for planning and land use, now the review and licensing processes are being unified to make things easier, according to the Ministry.
Reforms of government institutions integrated authorities governing the planning of main functional areas, land use, and urban and rural areas into a unified body for national land and space planning, creating favorable conditions for the approval reform, the Ministry said.
China will also delegate more power from the State Council to provincial-level governments, allowing them to have greater say in authorizing land and space planning.
Chinese Vice Premier Han Zheng called for enhancing efforts to advance the national land and space planning to a higher level, stressing that the work must be promoted in a scientific way and put the people first.
