East China’s Jiangsu province will make greater efforts to reinforce the anti-pollution campaign so as to overcome the impact of the novel coronavirus epidemic on the economy and strive for the victory in epidemic control and social and economic development. The remarks were made by Wu Zhenglong on Monday when presiding over a video conference on its war on pollution.
Wu Zhenglong was briefed on the latest trends in pollution prevention by the leaders of Nanjing Municipal Government, Nantong Municipal Government and the Provincial Department of Ecology and Environment, the Provincial Department of Industry and Information Technology, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Transportation and the Provincial Department of Agriculture and Rural Affairs.
Wu Zhenglong pointed out that in the past year, Jiangsu implemented the Xi Jinping Thought on ecological civilization, carried out the important instructions of General Secretary Xi Jinping and the decision-making and deployment of the Party Central Committee and the State Council, and fulfilled the national targets for energy conservation, emission reduction and environmental quality improvement.
This year is the concluding year to build a well-off society at a high level and the last year of the 13th five-year plan period, he said, adding that it is also the year for the three critical battles against potential risk, poverty, and pollution, making the situation heavier than ever and further aggravated by the outbreak of the novel coronavirus epidemic.
The Governor noted that the work in the future must be guided by the Xi Jinping thought on socialism with Chinese characteristics for a new era, implement the new development concept and the decision-making and deployment of the Party Central Committee, the State Council, the Provincial Committee, and the Provincial Government, prioritize ecological and green development, adhere to problem-oriented approaches and continue to reinforce the campaign against pollution.
Wu Zhenglong said the focus will be laid on the blue sky protection campaign, ozone treatment, ultra-low-emissions transformation of key industries, mobile source pollution and dust pollution treatment, and response to severely polluted weather so as to ensure that the goals for PM2.5 and ozone concentration reduction are achieved.
Greater efforts should be made to strengthen urban and rural drinking water safety, urban polluted rivers and rural domestic sewage treatment, urban sewage treatment facilities construction, industrial park water pollution prevention and comprehensive treatment of key rivers and lakes by implementing the river-chief and lake-chief system.
Measures must be taken to promote new progress in soil treatment, the restoration of the ecological environment of the Yangtze River, the in-depth promotion of the "4 + 1" project for pollution control, the adjustment of industrial structure along the Yangtze, the investigation and improvement of sewage outlets, the ecological restoration of shorelines, and the pollution control of ships and ports so as to ensure the vitality of the Yangtze River.
We must make every effort to promote the construction of a pilot province for modernizing the ecological environment governance system and governance capacity by ensuring environmental safety, guaranteeing the resumption of work and production and the construction of major projects, developing the environmental protection industry, continuing to focus on production safety, and providing more effective services for the completion of this year’s economic and social development goals.
