The standing committee of the Jiangsu provincial people’s congress reviewed and passed a new regulation on prevention and control of pneumonia caused by new coronavirus infection in accordance with law. The new regulation is expected to provide a legal basis for mobilizing the society to step up the efforts in epidemic prevention and control and form a strong joint force to win the fight against epidemic prevention and control.
Taking into consideration the epidemic prevention and control and sustainable economic and social development, the regulations design the system around the contradictions in the epidemic prevention and control. While stipulating the responsibilities of people's governments at all levels and relevant departments, it further specifies and clarifies the obligations to be fulfilled by concerned organizations and individuals in epidemic prevention and control.
The regulations state that local people's governments at or above the county level and their relevant departments should promptly and accurately publicize the epidemic information to the public in accordance with the law.
It is stipulated that local people's governments at or above the county level can issue decisions and orders for epidemic prevention and control and take emergency measures in accordance with the law.
Since Jiangsu is a manufacturing and educational powerhouse with a large migrant population, the regulations focus on key and difficult issues in epidemic prevention and control, such as epidemic prevention and control for returning migrant workers after the Spring Festival holiday, protection of important supplies, and avoidance of movement and gathering of people.
The regulations stipulate that any illegal behaviors such as concealing illness, driving up prices, and disseminating false information in the course of epidemic prevention and control will be strictly investigated for corresponding legal responsibilities in accordance with the law, identified as dishonesty, and punished according to law.
