Governor Wu urges overhaul for hazardous chemicals

Wu Zhenglong, governor of Jiangsu, stressed the importance of prompting the modernization of workplace safety management system and governance capacity by overhauling the rules for hazardous chemicals. He made the remarks at a special meeting on comprehensive management of hazardous chemicals held Monday in Nanjing.


Wu Zhenglong remarked that latent dangers from hazardous chemicals can be seen here and there across the province, making it all the more necessary to strengthen the overhaul and management in accordance with General Secretary Xi Jinping’s important instructions on workplace and production safety and the decision-making policies of the CPC Central Committee and the State Council.

He asked relevant departments to draw lessons from the deadly chemical plant blast in March that claimed 78 lives and injured more than 600.

The Governor emphasized that comprehensive management should be carried out with more accurate and powerful measures so as to treat both the symptoms and the root causes by strictly following the laws and regulations, the investigation reports of the State Council and statutory duties of the government departments.

Measures must be taken to investigate and rectify hidden risks, improve the regulatory system and mechanisms, and strengthen source control in accordance with the goals of comprehensively improving the level of intrinsic safety, realizing the safety production governance system and modernization of governance capabilities, said Wu Zhenglong.

He demanded that leading officials at all levels should abstain from formalism and bureaucracy and take the initiative to ensure that effective overhaul is made.

The Ministry of Emergency Management launched a three-month, nationwide work safety campaign on Nov 23 to target problems in major industries such as the production of dangerous chemicals.

Though the number of work safety accidents, including large and major ones, has fallen this year, work safety issues are still severe and complicated, the ministry said in a document announcing the campaign.

The campaign will focus on the production of dangerous chemicals and aims to rectify problems in the work safety accountability system and the identification of potential hazards, and further crack down on acts that violate the law, the document said.
