A number of laws and regulations will come into effect in Jiangsu after the approval by the standing committee of the provincial people’s congress on Wednesday.
According to the Regulations on Electric Bicycle Management, electric bicycles shall comply with compulsory national standards and be subjected to compulsory product certification management. At the same time, electric bicycles that have been used for ten years or have been illegally modified or retrofitted are not allowed to be used. Illegal modification or retrofitting includes retrofitting electric motors, batteries, or retrofitting canopies and compartments.
Electric bicycles that fail to meet national standard but have applied for temporary information plates can continue to be used before December 31, 2022
The Jiangsu Rural Roads Regulations specify that rural roads include county roads, rural roads, and village roads, and that county roads should be now lower than third-level road standards and rural and village roads should be no lower than fourth-level road standards.
For the first time, village roads have been incorporated into rural road planning in the province and will be compiled by the township people's government, submitted to the relevant higher authority for approval and record, and to seek the opinions of village committees.
The regulations also stipulate that the county-level people's government is the main body responsible for rural road work, adding that establishing a fund guarantee mechanism based on government public financial input is intended not to increase the burden on farmers and harm their interests.
