East China’s Jiangsu province has stepped up its efforts to facilitate the cancellation of market players, according to a press conference held Tuesday by the provincial market supervision administration.
The cancellation facilitation reform includes two parts: the simple write-off procedure and the ordinary write-off procedure.
The simple write-off reform is aimed at market players that have not carried out business activities after obtaining a business license and have no creditor's rights and debts.
The creditor’s announcement only need to be posted online rather than published in the newspapers, as is required by the practice in the past.
In this way, the filing of registration application materials has been cut by more than 60%.
Jiangsu has also established a registration credit commitment system. For enterprises that have not incurred debts from beginning to end, they can directly go through the cancellation procedures without a 45-day announcement period by making a commitment, which has greatly cut the time spent on the cancellation.
In the first half of this year, 116200 market players were canceled in Jiangsu. 35600 of them were canceled through the simple write-off procedure, accounting for 30.62% of the total. The figure averages the cancellation of 237 market players on a working day basis.
For market entities that have incurred debts that need to perform liquidation obligations, the general de-registration and facilitation reforms include optimizing the de-registration procedures and reducing registration links, strengthening departmental information cooperation, establishing enterprise cancellation service areas, thereby freeing the enterprises from the cumbersome procedures of visiting several government departments to submit application materials separately.
