East China’s Jiangsu province has released its working plan for the promotion of hi-tech small and medium-sized enterprises between 2019 and 2020 in a bid optimize the innovation environment and promote the growth of small and medium-sized high-tech enterprises.
Jiangsu will register 300 hi-tech firms by the end of 2020, according to the plan.
All the hi-tech firms above designated size will launch R&D institutions.
High-tech enterprises' R&D expenditures will account for 60% of the province's R&D expenditures.
The output value of high-tech industries will account for 45% of the industrial output value above designated size.
Government at all levels are required to increase the incubation of SMEs in science and technology, encourage local governments to give incentive subsidies to SMEs that have passed the evaluation, and promote SMEs to enter the high-tech enterprise cultivation bank and accelerate their growth into high-tech enterprises.
Efforts will be made to ensure that R&D institutions will be launched in all high-tech enterprises above designated size so as to promote high-tech enterprises to carry out key core technology research and transformation of scientific and technological achievements, and introduce innovative talents at a high level.
The plan calls for the province to build a technology financial service platform and to empower high-tech enterprises so as to promote the development of high-tech industrial clusters by utilizing the functions of the South Jiangsu National Independent Innovation Demonstration Zone, local high-tech zones, and various types of innovation and entrepreneurship carriers.
The plan has also envisioned the creation of a technology financial service platform, improvement of the platform for the transformation of scientific and technological achievements, and launch of an open sharing platform for public resources of science and technology to make high-tech enterprises bigger and stronger.
