East China’s Jiangsu province will carry out a chemical industry safety and environmental protection improvement action in the province to ensure that chemical enterprises that do not meet the requirements will be closed before 2020, according to Jiangsu Province Chemical Industry Safety and Environmental Protection Improvement Plan released by the provincial party committee and the provincial government recently.
The plan clearly puts forward the overall goal of achieving essential improvement in intrinsic safety, significant optimization of regional layout and significant reduction in low-end production capacity through regulatory actions.
In terms of optimizing and upgrading the layout of the chemical industry, the plan gives a series of specific timetables. For example, chemical enterprises within 1 km of both sides of the Yangtze River tributary and outside the chemical industry park will all be withdrawn or relocated at the end of 2020.
Chemical production enterprises within one kilometer of environmentally sensitive areas such as the Level 1 Protection Area of Taihu Lake and the Beijing-Hangzhou Grand Canal will be basically closed or relocated before the end of 2020.
For densely populated urban areas, chemical plants that fail to meet the requirement for safety and health protection distances will be closed by the end of 2020 by law.
Enterprises with high safety risks outside chemical parks and those of poor environmental management and low technology levels will be shut down before the end of 2020.
In addition, the action plan proposes a specific path for the improvement of the chemical industry parks in the province. For example, re-evaluation is required to be done on the chemical industry parks in the province by focusing on the development of 1-2 leading industrial chains so as to basically realize the overall closed management of chemical parks by the end of 2020.
The program has further enhanced the industry's entry barriers from the aspects of safety, environmental protection and technology in a bid to accelerate the transformation and upgrading of the chemical industry and high-quality development through a series of measures.
