East China’s Jiangsu province has launched a 3550 reform program in a bid to streamline administration and delegate powers so as to raise efficiency and cut the legwork of the public and businesses in seeking government services from different departments.
The so-called 3550 reform program means that the government will improve administrative services to ensure that business registration is finalized in three working days after the application is submitted, real estate registration is approved within 5 working days and construction permit approval for industrial construction projects is completed within 50 working days.

When we apply for a construction permit, the first thing we must solve is the project establishment and land supply. I remember that it was not long after the National Day when I started to prepare. A special intermediary agency helped us complete the pre-trial, which took up three working days, so it didn't take a long time before they inform me to come over and proceed with the application for the approval of the phase II project.

When the land supply procedures are completed, we must consider the construction drawing for the plant construction. The construction drawing review was the most dreadful part of the formalities in the past as we had to run between many departments by carrying the heavy drawings. But this time, all I needed to do is to upload the design drawings online on December 13th, and then I started to wait for the answer. I don't really know how the various departments cooperated. Anyway, about a week later, I was told that the drawings were approved. I downloaded the drawings with electronic seals from the Internet. With this done, I felt at ease.

The final stage is the construction project planning permit, as well as various contract filings, involving a total of eight links. Originally, I would like to visit the Housing and Urban-Rural Construction Bureau and the Administrative Examination and Approval Bureau.
