The deadly chemical plant blast in Xiangshui County has claimed 78 lives with 187 still hospitalized and two in critical condition.
Lou once again came to the site of the Xiangshui blast on Monday to learn about the post-disaster treatment, in particular the cleanup and disposal of hazardous chemicals, the transfer and treatment of wastewater in the pit left behind in the blast, and the inventory of raw materials in the chemical industry park. He also discussed with the experts and officials on the follow-up measures in the post-disaster relief.

Lou pointed out that the current post-disaster treatment is still in an emergency state, adding that post-disaster treatment should proceed from the reality and make scientific and steady advance so as to prevent new injuries and new pollutions.
He demanded that professional rescue workers must wear protective equipment every time they enter the site to effectively handle the situation with scientific knowledge and ensure the safety of the workers.
Firefighters from across the province have been dedicated to the post-disaster treatment since the onset of the accident. Under the unified deployment of the headquarters, they went into the factory every day to carry out thorough cleaning.
The CPC Provincial chief said no secondary disasters and new casualties occurred in the post-disaster treatment, indicating that the programs formulated by the fire department played a vital role due to their being scientific, effective, and orderly.
At the Xinmin River micro-polluted water treatment discharge site and the Chenjiagang sewage treatment plant, Lou Qinjian inspected the changes before and after the sewage treatment and water quality monitoring, and made detailed inquiry into the sewage disposal plan and progress.
Lou said that pollutant treatment is the focus of post-disaster treatment, making it necessary to strengthen the real-time scientific monitoring of water quality. For serious polluted water bodies, sewage treatment should be carried out before the treatment, and sewage that cannot be treated for a while should be safely sealed to ensure that the quality of the water discharged meets the standard so as to ensure the safety of the people in the surrounding areas.
The CPC Provincial secretary paid a visit to a village and a primary School to inspect the repair of damaged houses and the resumption of school. The party organizations and school leaders must thoroughly solve the problems left behind by the accident and safeguard the people's production and life and school peace, he said.
Lou later visited the No. 1 Hospital of Yancheng city to console the injured people. He also expressed his heartfelt gratitude to the experts who had traveled from outside Yancheng to treat the wounded through continuous operations. A total of 3,500 medical staff members, 16 hospitals and 90 ambulances responded. A national-level medical team of specialists in intensive care, burns, trauma, neurosurgery and psychology was rushed to the site, according to the National Health Commission.
Lou Qinjian was joined by hundreds of officials, relatives of the blast victims, fire fighters, armed police officers, civilian police officers and local people at a memorial service held Wednesday in the provincial headquarters for the post-disaster relief. On Wednesday, Lou Qinjian presided over a symposium on production safety to be briefed on the progress of the post-disaster relief and treatment.

Lou stressed that all the people involved in the post-disaster treatment must be full of confidence and determination, maintain a state of combat readiness, adopt scientific methods to complete post-disaster treatment so as to ensure that no polluted water will be discharged into the river, no secondary accidents will happen in the course of treating hazardous chemicals and solid waste and no injuries will occur during the treatment process.
He asked the local government to do its utmost to treat the wounded, make compensation for the casualties and repair the house, and cooperate with the investigation team of the State Council to leave no stones unturned in the probe.
