East China’s Jiangsu province has spared no efforts to enhance ecological and environmental protection by launching the 263 Action Plan to ensure an overwhelming victory in ecological environmental governance as soon as possible.
The provincial office for pollution prevention and control was recently tipped off that some sandstone enterprises in Xuyi County, which are situatedclose to the rivers, were managing their production and operation in simple and extensive ways, causing serious dust pollution. The office immediately sent an undercover investigation team to the site.
The undercover investigation team came to a dock in Sandun Village, Guantan Town, Xuyi County, and found that 500 meters along the coast is a gathering place for 6 sandstone factories.
Every factory directly deposits a large amount of sand and stone in the open air, and some of them are piled up more than two stories high without any protective or shielding measures, thus causing serious dust pollution.
It was also found that there is no dusting equipment for spraying and rinsing in the production areas. The on-site materials and vehicles werenot completely covered, thus causing huge dust when going inside and outside of the factories. It turned out that none of the five companies had any EIA procedures.
In one of the factories, the sewage discharged from the production areas was not collected and treated but directly discharged and deposited on the road. At the same time, a large amount of domestic garbage was dumped directly into the river, causing serious environmental pollution.
The 263 Action Plan is a key initiative to fight against environmental pollution, which includes subthemes like coal consumption reduction, the reduction of backward production capacity, hazardous waste governance and VOC governance.
The 263 Action Plan should be used as an important starting point for the implementation of the central government's requirements for the deployment of ecological environmental protection and the promotion of ecological and environmental protection in the province, the government has said.
Since the start of last year, the provincial office for 263 Action Plan and the provincial department of environmental protection have joined hands to establisha mechanism for unannounced visits to promote the establishment of a new normal environment law enforcement system that dares to focus on strict management and practical results.
