The Provincial Department of Ecology and Environment made an interpretation on the cooperation framework agreement signed by Jiangsu Province and the Ministry of Ecology and Environment. The agreement is meant to jointly build an ecological environment governance system and a pilot province for the modernization of governance capacity.
According to the cooperation framework agreement, in the next three to five years, Jiangsu will promote the eco-environmental supervision system, policy system, and rule of law system, including taking the lead in the country to achieve ultra-low emission of industrial projects in industrial parks and establish a system-wide rule of law and building 20 ecological civilization education practice bases, etc.
The Ministry of Ecology and Environment will provide support to the province in building the “Belt and Road” environmental technology innovation and transfer base, guiding the establishment of an ecological environment development fund, and building an ecological product trading center in the Yangtze River Delta region.
In order to ensure the implementation of the agreement, the Ministry of Eco-Environment will also establish a high-level promotion mechanism with the province by establishing a provincial cooperation leading group. The team leader will be jointly chaired by the Minister of Eco-Environment and the Governor of Jiangsu Province. A joint meeting of provincial and provincial cooperation will be established. The system will jointly promote high-quality economic development and high-level protection of the ecological environment in Jiangsu.
