我是一名基层委员,也是一名高中校长。今年是我第二次上会,最关注的依然是与教育改革有关的话题。经过一年的准备,相信可以更好地履行议政的职责。
I am a CPPCC member from the grassroots level and work as a high school principal. This is my second year to be at the annual session. I am most concerned about education reform. After a year of preparation, I believe that I can better perform my duties.
履职一年来,我做了大量的调研,倾听了许多一线教育工作者的心声。就在出发来北京参加全国两会前,我还给无锡锡山中学高一年级的全体同学,上了一堂特殊的主题课。
During my one-year term of office as a CPPCC member, I did a lot of research and listened to the voices of many grassroots educators. Just before I came to Beijing to attend the two sessions, I also gave a special theme lecture to all the 10th graders of Wuxi Xishan Senior High School.
在这堂课上,我分享了当选全国政协委员一年来议政建言、尽心履职的经历。比如,我告诉同学们,我在去年提交的《关于加强实验操作考核促进育人模式转型的提案》,目前已经收到教育部的明确答复。根据2014年国务院出台的《关于深化考试招生制度改革的实施意见》,这份提案与《意见》中提出的要“深化高考考试内容改革”“着重考察学生独立思考和运用所学知识分析问题、解决问题的能力”相契合,在2020年全国高考改革中将着手落实这一提案内容。
I shared with the students the experience of being elected as a CPPCC member, submitting proposals and performing my duties. For example, I told my students that last year I submitted the proposal on strengthening the experimental operation assessment to promote the transformation of the education model and it was not long before I received a clear-cut reply from the Ministry of Education.
这次我带来了一份提案,是关于“建议国家完善购买课程的服务机制,以丰富的课程来支持学生个性化的发展”的。现在包括江苏在内的全国很多地方,都在逐步推广弹性离校政策,关闭了一些课外培训机构,让学生们回归校园,“3点半难题”得到了缓解。但学生们在这段时间里干什么呢?我想应该利用这个时间为学生的个性化发展做出努力。这就需要建立一个政府采购优质课程的机制,让学生能够有多样化的选择,弥补学习课程单一、短缺的问题。
This time my proposal is about “suggesting the country to improve the service mechanism for purchasing courses and enriching the curriculum to support the individualized development of students”.
Nowadays, many places in the country, including Jiangsu, are gradually promoting the flexible school leaving policy by closing some extracurricular training institutions, and letting students return to the campus. The "3:30 puzzle" has been alleviated. But what can the students do during this time? I think we should use this time to make efforts for the individual development of students. This requires the establishment of a government procurement of quality courses, allowing students to have a variety of choices to make up for the single, short-term problem of the course.
