The CPC Jiangsu Provincial Committee and Jiangsu Provincial People's Government issued a document on promoting the prioritized development of agriculture, rural affairs and farmers. The No.1 document for 2019 has clarified the annual goal of focusing on the rural revitalization strategy to ensure that a comprehensive well-off society at a high level will be realized by 2020.
Provincial Party Committee’s No. 1 Document lists a total of 40 tasks in nine aspects, highlighting the key points or shortcomings in issues concerning agriculture, rural affairs and farmers, such as poverty alleviation, improvement of rural housing conditions, improvement of rural human settlements and improvement of rural civilization.
Jiangsu will come up with solutions to the compulsory education, basic medical care and housing security of low-income farmers, establish a sound and stable long-term mechanism for poverty alleviation, and effectively prevent returning to poverty.
Efforts will be made to scientifically and rationally plan the rural community and village layout, strengthen the overall characteristics of the village, guide farmers to live in centralized quarters and promote the simultaneous improvement of rural production and lifestyle, according to the document.
Jiangsu will select about 1,000 villages as demonstrations to comprehensively promote the renovation of rural living quarters and ensure that the rural environment of the rural living quarters will be significantly improved by 2020.
In the meantime, Jiangsu will step up efforts to stabilize grain production, deepen grain planting structure adjustment, optimize and improve grain comprehensive production capacity, implement 8 billion-yuan industrial projects, develop advantageous and characteristic industries, implement key agricultural technology research action plans, improve the modernized agricultural technology system so as to ensure that science and technology advancement will contribute 70% to the province’s agriculture by 2020, and agricultural informatization rate by 65%.
