十几年前，连云港市连云区高公岛街道黄窝村还是一个贫困的小渔村。在村党支部书记张立祥的带领下，全村不仅极大改变了贫困、落后的面貌，还获评为“全国美丽乡村示范村”。
Over ten years ago, Huangwo Village was a poor small fishing village. Ten years later, this small village was lifted out of poverty and is acclaimed as the "National Model Village of Beautiful Villages" Under the leadership of Zhang Lixiang.
2月26号上午，记者在黄窝村的一家紫菜加工厂里，见到了正在忙碌的全国人大代表、黄窝村党支部书记张立祥。每年三月初，紫菜就要上市交易了，出发去北京参会前，张立祥最放心不下的就是紫菜的加工和销售情况。
On the morning of Feb. 26, the reporter met Zhang Lixiang at a laver processing factory in Huangwo village. Busy with every detail in the processing of laver which is to be marketed every early March, Zhang felt so worried about its sales and processing even though he was going to attend the annual session of the NPC in Beijing pretty soon.
张立祥十分关注渔业发展和渔民生活，全国两会前，渔民们怎么想、希望政府怎么做，他都一一走访调研。今年，他准备继续提出有关生态渔业发展的建议：“去年提的建议就是要振兴中国的紫菜产业，得到了农业农村部的的答复。今年在专家的帮助下，在去年的基础上，更加丰富些，我把单纯的紫菜产业扩大到沿海的藻类养殖，对我们沿海的生态环境修复应该说会有所帮助。”
Concerned with the development of the fishery and the livelihood of the fishermen, Zhang Lixiang paid visits and did researches about how the fishermen thought and what they would like the governments to do. With his investigations, Zhang was determined to continue submitting proposals concerning the development of ecological fisheries. "The proposal made last year to revitalize China's laver industry received a response from the Ministry of Agriculture and Rural Areas. This year with the help of experts, the village has expanded the pure seaweed industry to the coastal algae culture, and it should be helpful to our coastal ecological restoration. "
3月5日聆听了李克强总理作的政府工作报告后，张立祥倍感振奋。他说，拥有绿水青山现在已成为渔民们的最大心愿，他也一直在积极推动全村环境的改善提升。3月5日下午，习总书记在参加内蒙古代表团审议时的重要讲话精神，为他们今后的工作指明了方向：“保持加强生态文明建设的战略定力，我认为就是在发展经济的同时，不能突破生态红线，不动摇，不松劲，不开口子。我们回去将结合总书记的讲话精神和总理的报告要求，坚持生态优先，绿色发展，带领我们全体村民走高质量发展的新路子。”
Zhang Lixiang was inspired by Premier Li Keqiang's government work report on March 5. He said that having green mountains has now become the best wish of the fishermen, and he has been actively promoting the improvement of the village environment. The important speech made by General Secretary Xi Jinping when joining the panel discussion with deputies from Inner Mongolia provided direction for their future work. "In my opinion, while developing the economy, we should not break through the ecological red line, not waver, not slacken, but maintain the strategic power of strengthening ecological civilization construction. We will, in the spirit of the General Secretary's speech and the Premier's report, adhere to ecological priorities, green development and lead all our villagers to a new path of high-quality development."
张立祥表示，作为一名基层干部，就要认真负责，为全村人谋福利；而作为一名人大代表，更要忠诚履职，为基层百姓代好言：“我觉得人大代表确实是能为老百姓实实在在做点事，所以今年就感觉光荣使命、担子更加重，要更加尽心尽力地把老百姓的心声反映到国家层面去。我们将继续贯彻乡村振兴的战略目标，走一二三产融合发展的道路，带领我们全体村民率先实现全面小康。”
Zhang Lixiang said that as a grassroots official, he should take on serious responsibilities, and seek wellbeing for the whole village. As a deputy to the National People's Congress, he should be loyal to his duties and speak for the people at the grass-roots level. "I think the deputies can really do something for the people. This year, I feel the mission is glorious and the responsibility is heavier, and I am going to try my best to pass on people’s expectations to the national authorities. We will continue to implement the strategic objectives of rural revitalization, embark on the road of integrated industrial development, and lead all villagers to achieve a well-off society in an all-round way."
