今年是我连续第十二年参加全国两会，有记者问我，我最关心的是什么？其实，人民选我当代表，人民代表为人民，作为一名基层代表，就是要把平时所了解的老百姓的“所思、所想、所盼”反映到大会上，我深感肩上的责任越来越重大。
I have been attending the annual session of the National People's Congress for three consecutive terms. A journalist asked me what I care about most. As a matter of fact, I am elected by the people and I should work for the people. As an NPC deputy from the grassroots community, I have felt it an obligation to submit to the NPC proposals that are of widespread concern to the people.
到今年，我连续向政府提交了152条建议和3条议案，重点聚焦交通、食品安全、医疗卫生、养老、青少年道德教育等老百姓关注的民生问题。也有人质疑，这么“高产”质量能保证吗？我的窍门是用走访、调研来“助攻”，对于我来说，365天，天天都是履职日。为了每一条建议的准确提出，我至少准备半年，甚至三四年。因为，只有反复调研、了解实际情况，不断打磨、斟酌，最后审慎地形成建议，才能对党忠诚、对国家负责、让人民放心。
As an incumbent NPC deputy for three consecutive terms, I have submitted 152 proposals and 3 motions that focus on transportation, food safety, medical and health care, old-age care, morality education for juveniles and other issues of concern to the people. Some might wonder whether these proposals and motions are of high quality. My knack is that I would use interviews and research to help with the formulation. In my view, I perform my duty all the year round. I would make preparations over half a year or even three to four years so as to ensure that the proposals are clearly stated. Only after repeated investigations and understanding of the actual situations, can we finally come up with proposals, be loyal to the party, and be responsible for the country.
让我感到特别振奋的是，很多建议得到了相关部门的重视，并且得到了答复，有些被落实。2009年，我开始在全国两会提出建设常泰（常州到泰州）过江通道建议。2014年9月，这一建议得到交通运输部的专题答复，过江通道的建设纳入了报国务院审批的《长江经济带综合立体交通走廊规划（2014－2020年）》。今年1月9日，长江上首座“高速公路+普通公路+城际铁路”的跨江桥梁工程——“常泰过江通道”正式开工建设。
I am particularly enlightened that many of the proposals have been handled seriously by the relevant departments with instant replies and implementations in some cases. In 2009, I proposed to build the Changzhou-Taizhou Yangtze River Bridge at the annual session of the NPC. In September 2014, I was informed by Ministry of Transport that the Changzhou-Taizhou Yangtze River Bridge had been included in the comprehensive three-dimensional transport corridor planning of the Yangtze River Economic Belt (2014-2020) and had been submitted to the State Council for approval. On January 9 this year, construction started on the Changzhou-Taizhou Yangtze River Bridge, the first "expressway + highway + intercity railway" passage across the Yangtze River.

这次上会，我提了15个建议，重点关注的依旧是交通。其中，“关于加快北沿江高铁前期工作争取2019年开工建设的建议”，这次我将联合30名代表共同签字，把它作为一号建议提。
During this year’s annual session, I submitted 15 proposals with transportation remaining the focus. I have reached consensus with 30 other deputies to sign on the No. 1 proposal that concern the acceleration of the preliminary work of the high-speed railway along the northern bank of the Yangtze River and proposed construction in 2019.
昨天（3月5日），李克强总理作政府工作报告时，会场多次响起掌声，我深感骄傲与激动。这份工作报告有温度、有数据、接地气，通过一组组成就、数据和事实，让我深感刚刚过去的2018年不平凡、不简单、不容易，全国上下在以习近平同志为核心的党中央的领导下，战胜一切困难，在决胜全面建成小康社会的征程中又取得新的重大进展。
I was filled with pride and excitement when Premier Li Keqiang delivered the government work report on March 5. By presenting the achievements, data and facts, the report reminds us that 2018 was extraordinary. Under the leadership of the CPC Central Committee with Comrade Xi Jinping as the core, the country overcome varied difficulties and made another big stride in making the final spurt for building a moderately well-off society in an all-round way.
总理在报告中提出，要紧扣国家发展战略，加快实施一批重点项目，完成铁路投资8000亿元、公路水运投资1.8万亿元，加大城际交通、物流、民用和通用航空等基础设施建设。我相信，有了这样的建设导向，利用好这个契机，借助各种利好政策，进一步加大力度，缺什么补什么，我们在交通基础设施建设方面的短板将会加速补齐。我相信，未来，北沿江高铁的建成将更好地把我的家乡江苏泰兴融入全国高铁圈，圆泰兴人民一个高铁梦，为泰兴腾飞插上翅膀。
In the government work report, the Premier called for following the national development strategy, accelerating the implementation of a number of key projects, investing 800 billion yuan in railways, 1.8 trillion yuan in highways and waterways, and increasing infrastructure development in intercity transportation, logistics, civil aviation and general aviation. I believe that with such a construction orientation, we will make good use of this opportunity and make use of various favorable policies to further intensify our efforts and make up for what we lack. We will accelerate our efforts to make up for the weaknesses in transportation infrastructure construction. I believe that in the future, the construction of the high-speed railway will better integrate my hometown Taixing into the national high-speed railway circle, fulfill Taixing people’s dream and add wings for Taixing to take off.
