The Jiangsu delegation to the Second Session of the 13th National People's Congress held a plenary meeting Tuesday afternoon to review the revised draft of the Foreign Investment Law, the work report of the Supreme People's Court and the work report of the Supreme People's Procuratorate.
Present at the meeting were Ji Bingxuan吉炳轩, Vice Chairman of the Standing Committee of the National People's Congress, Cai Dafeng蔡达峰, Vice Chairman of the Standing Committee of the National People's Congress and Chairman of the Central Committee of the Democratic Progressive Party, Lou Qinjian娄勤俭, head of the Jiangsu delegation, secretary of the provincial party committee and chairman of the Standing Committee of the Provincial People's Congress, Wu Zhenglong吴政隆, deputy head of the delegation, deputy secretary of the provincial party committee and governor and deputy heads of the delegation Jiang Zhuoqing蒋卓庆, Wang Like王立科, Chen Zhenning陈震宁.
The meeting was presided over by Wang Like.
The Supreme People's Court entrusted Tao Kaiyuan陶凯元, the vice president of the Supreme People's Court, and Xia Daohu夏道虎, the president of the Jiangsu Provincial Higher People's Court, to attend the meeting.
The Supreme People's Procuratorate entrusted Liu Hua刘华, the procurator-general of the People's Procuratorate of Jiangsu Province, to attend the hearing.
When deliberating on the work report of the Supreme People's Court and the Supreme People's Procuratorate, Wang Like said that the report fully reflected the general requirements of the Party Central Committee to comprehensively promote the rule of law, and highlighted the role of the judicial function in serving the overall situation, especially the in-depth implementation of General Secretary Xi Jinping’s series of new requirements for comprehensively advancing the rule of law and deepening judicial reform in an all-round way.
Ma Qiulin said that the report runs through Xi Jinping's new era of socialism with Chinese characteristics. The government must practice administration according to law, standardize administrative decision-making procedures and administrative law enforcement behaviors, and create a harmonious business environment, a concise and effective policy environment, and a fair and transparent rule of law environment. He suggested that the central government should strengthen the judicial protection of intellectual property rights, increase the investigation and handling of cases involving people's safety and health, and severely crack down on illegally operating refined oil products and other disturbances in market order.
Xia Daohu and Liu Hua suggested that the trial of major economic cases should be conducted in accordance with the law, focusing on the unification of law and reason, solve the structural contradictions between judges and assistant judges from the top-level design so as to ensure the effective operation of judicial responsibility, further standardize and improve judicial interpretation, and clarify the scope and effectiveness of judicial interpretation
NPC deputies Xiang Xuelong, Zhang Yefei, Fei Shaoyun, Dai Yaping, Zhou Shanhong, Wang Jingcheng, Qin Guangwei, and Wang Hongjun also gave suggestions concerning the further improvement of the capacity of the “Belt and Road” from judicial service guarantee, the trial quality of rural ecological environment cases, and the dynamic adjustment mechanism of the judges and the stability of the team of judges.
