Li Zhanshu, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the Standing Committee of the National People's Congress, joined a panel discussion Sunday morning with lawmakers from Jiangsu. The Jiangsu delegation to the 13th National People's Congress held a plenary meeting in the East Hall on the second floor of the Great Hall of the People in Beijing to review the work report of the Standing Committee of the National People's Congress and the draft of the Foreign Investment Law.
Li Zhanshu said that the formulation of the Foreign Investment Law is a major legislative task determined by the Party Central Committee with Comrade Xi Jinping as the core, fully demonstrating the firm determination of the party and the people to carry out reform and opening up in the new era, and proclaiming that China pursues the strategy of mutual benefit and openness and indicating the clear stance of promoting the building of an open world economy, which is conducive to creating a market-oriented, rule-of-law, and international-oriented business environment, and providing a more powerful rule of law guarantee for promoting high-level opening up.
He hoped that Jiangsu will implement General Secretary Xi Jinping’s important instructions on the work of Jiangsu, seize the opportunity to implement the development strategy of the Yangtze River Economic Belt, promote high-quality development, implement the strategy of rural revitalization, promote a high level of opening up, and strive to build a new Jiangsu featuring strong economy, wealthy people, beautiful environment and high degree of social civilization.
The chairman of the NPC standing committee noted that the Party Central Committee and the top leaders of the central government show great concern over and support for the high-quality development of Jiangsu and cordial care for the officials and people in Jiangsu.
The NPC deputies from Jiangsu unanimously endorsed the work report of the Standing Committee of the National People's Congress and the draft of the foreign investment law.
Lou Qinjian, head of the Jiangsu delegation, secretary of the provincial party committee and chairman of the Standing Committee of the Provincial People's Congress, said that the work report of the Standing Committee of the National People's Congress embodies Xi Jinping Thought on socialism with Chinese characteristics for a new era and the spirit of the 19th National Congress of the Communist Party of China.
He said the formulation of the Foreign Investment Law fully reflects the pragmatic action of "opening the door wider in China’s opening up strategy", which lays the foundation for the high-quality use of foreign capital in the new era, and stands for an important symbol of China's entry into a new stage of high-level openness.
Wu Zhenglong, deputy secretary of the provincial party committee and governor, said that the work report made by Chairman Li Zhanshu runs through Xi Jinping's new era of socialism with Chinese characteristics and the spirit of the 19th National Congress. The draft of the Foreign Investment Law demonstrates China’s unwavering determination to strengthen its openness to the outside world and its firm will to establish a new era of foreign investment law system. Jiangsu will keep in mind the General Secretary’s expectations and promote high-quality development with a high level of openness, he added.
The NPC deputies from Jiangsu believed that under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, the Standing Committee of the National People's Congress has achieved a good start in all aspects of work by insisting on the importance of General Secretary Xi Jinping's guidance on adhering to and improving the people's congress system under the guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era, performing duties and taking responsibility in accordance with the law.
They argued that the draft of the Foreign Investment Law fully implements the Party Central Committee's efforts to expand its opening up to the outside world, promote the decision-making spirit of foreign investment, conform to the new situation and new requirements of promoting a new pattern of comprehensive opening up and constructing an open economic new system, which will certainly promote the healthy development of the socialist market economy and play an important role in promoting high-quality economic development.
When concluding the meeting, Lou Qinjian remarked that Chairman Li Zhanshu’s speech spoke highly of the work of Jiangsu and also put forward higher requirements. We must conscientiously study, understand and implement the speech so as to do a better job in all aspects of work in Jiangsu.
