今年是我第二年以全国政协委员的身份上会，与去年相比，内心从容了许多。
This year is my second year to perform my duty as a member of the National Committee of the Chinese People's Political Consultative Conference. Compared with last year, I feel more at ease.
去年大会期间，我共提交了7份提案，其中我作为主要提案人提起的制裁“精日”行为，立法保护英烈的相关提案受到了社会的广泛关注，也引起了网友们的热烈讨论。此外，我去年在会上提交的关于“考古前置”的提案，最近也得到了很好的回应和落实。3月1日正式施行的《南京市地下文物保护条例》，首次提出土地出让前进行考古勘探发掘。《条例》的出台有效协调了文物保护与城乡建设之间的矛盾，也让我收获了作为一名全国政协委员的自豪与荣誉。
During last year’s annual session, I submitted a total of seven motions. Among them, as the main sponsor, I proposed to pass a legislation to criminalize people who are psychologically Japanese and protect the heroes, which received widespread attention from the society and also caused heated discussions among netizens.
During last year’s annual session, I also submitted a motion on making archaeological surveys before land leasing is made.
The Nanjing City’s Regulations on the Protection of Underground Cultural Relics, which came into effect on March 1st, makes it clear for the first time that archaeological exploration and excavation must be carried out before land transfer. The "Regulations" effectively struck a balance between cultural relics protection and urban and rural construction, and also earned me the pride and honor of being a member of the National Committee of the Chinese People's Political Consultative Conference.
今年我仍将重点关注文物保护的相关提案，其中一个提案便是增加地下文物考古力量。拥有五千年璀璨文明的中华民族有着十分丰富的文物资源，但与之相对，我国的考古力量却较为薄弱。因此我建议在全国增加考古机构数量，确保每个设区市和国家级历史文化名城都要至少有一个考古专业机构。
During this year’s annual session, I will continue to focus on submitting motions on the protection of cultural relics, such as employing more archaeologists for the excavation of underground cultural relics.
The Chinese nation with 5,000 years of civilization has a very rich cultural resources, but in contrast, China's archaeological strength is relatively weak. Therefore, I suggest increasing the number of archaeological institutions throughout the country to ensure that each of the districts and cities and national historical and cultural cities must have at least one archaeological professional institution.
Over 5,000 years of civilization, the Chinese nation has left behind a rich array of cultural resources. Unfortunately, China does not have a strong team of archaeologists. Therefore, I suggest increasing the number of archaeological institutions throughout the country to ensure that each of the districts and cities and national historical and cultural cities must have at least one professional archaeological institution.
