Jiangsu to further improve farm produce quality, safety

The General Office of the Provincial Government has issued the Opinions on Promoting the Construction of Demonstration Province for Farm Produce Quality and Safety in an effort to cater to the growing demands for green and healthy food.

The quality and safety of farm produce is the source of food safety and the bottom line requirement for the high-quality development of agriculture.

The "Opinions" proposes to comprehensively improve the quality and safety of farm produce and the satisfaction of the people by centering on the whole process of standardized agricultural production, global greening, and full coverage of large-scale agricultural production and supervision.

In order to promote the standardization of agricultural production, the "Opinions" proposes to strengthen the development of quality and safety standards and production specifications for farm produce such as vegetables, fruits and tea, implement "standardization +" modern agricultural projects, encourage leading enterprises, industry associations and other social groups to develop corporate standards or group standards, establish an in-house inspector system, and promote the combination of grassroots technical guidance and inspection.

The "Opinions" proposes to speed up the research and development of green technologies, concentrate on selecting and creating a batch of green and high-quality new varieties with distinctive characteristics and great application prospects, and improve the whole process supervision system for the production and operation of agricultural inputs such as pesticides, veterinary drugs and feeds, purify the source of agricultural production, promote the green production mode of agriculture, promote the combination of unified prevention and control, green prevention and control, cultivation and breeding so as to build a green production technical service system for the entire industrial chain.

The Opinions also proposes to further promote the full coverage of the regulations and supervision on the traceability system, promote the application of digital traceability means, and establish a unified agricultural product quality and safety traceability platform to create a smart supervision system for the environment of the source, agricultural inputs and farm produce.

Through these measures, Jiangsu will strive to ensure that more than 80% of the counties will live up to the national or provincial standards for farm produce quality and safety. By 2022, 60% of the farm produce will be rated green and high quality. 90% of the farm produce supplied by large agricultural players will be placed under the traceability system and 100% under the supervision network.

The quality of farm produce has improved consistently in China over the past five years thanks to stringent oversight. Last June, China's top legislature launched an enforcement inspection of the Law of the People's Republic of China on Quality and Safety of Agricultural Products, the first move since the law went into effect in 2006. Key aspects checked include the input, production, packaging, labeling, transport, storing, as well as the management of production bases and quality control mechanisms, among others.
