East China’s Jiangsu province held a provincial meeting Thursday in Nanjing on deepening reform and opening up. The meeting was sponsored by the the provincial party committee and the provincial government.
Lou Qinjian, Secretary of the Provincial Party Committee, stressed at the meeting that the province should follow the spirit of Xi Jinping's socialism with Chinese characteristics in the new era as the guide and implement the spirit of the 19th National Congress of the Communist Party of China, put into practicethe important speech made by General Secretary Xi Jinping at a national gathering celebrating the 40th anniversary of reform and opening up, and strengthen the conviction and confidence of opening up to the outside world in the new era so as to promote all-round high-level opening up, and take the lead in the country to build a powerful open province by tapping into the province’s role of being the meeting point of the Belt and Roadinitiative.
Wu Zhenglong, deputy secretary of the provincial party committee and governor, presided over the meeting and delivered a speech.
Lou Qinjian pointed out that since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has taken command of the overall situation, grasped the general trend, and promoted the theory and practice of opening up to the outside world.
He said the General Secretary’s important exposition on the opening up in the new era has enabled us to gain farther sight in the complicated international environment, get hold ofthe trend of globalization and come to better awareness of Jiangsu's responsibility in the overall opening of the country so as to further strengthen the firm belief in expanding openness and promoting the high-quality development.
The CPC Provincial chief emphasized that the 40 years of Jiangsu's opening up to the outside world is a process of continuous emancipation of the mind, a process of deepening reforms, a process of continuous expansion in the open field, and a process of continuously increasing the contribution to the overall situation of the country.
We must learn from the 40-year course to gather momentum for further development, promote all-round and high-level opening upat a new starting point and at a higher level so as to take the lead in the country in building a powerful open province.
Lou Qinjian pointed out that General Secretary Xi Jinping put forward the Belt and Road initiative by focusing on promoting the construction of a community of share future, and made it clear that Jiangsu is the meeting point of the Belt and Road development, adding that this is the lofty mission and maximum opportunity of Jiangsu's opening to the outside world in the new era.
He stressed that Jiangsu should give further play to its position in the country’s overall opening-up, and deepen the international exchanges and cooperation in science and technology, education, culture, tourism, sports, environmental protection and equality, and build anew innovative pattern of global innovation in R&D, manufacturing, marketing and service so as to make greater and faster strides of opening up for the materialization of the province from an open province to a powerful open province.
Lou called for the improvement of a new open structure by optimizing regional layout and infrastructure layout, fostering new open kinetic energy, accelerating the construction of an independent and controllable modern industrial system spearheaded by higher level of innovation, high-quality industrial foundation, high-level scientific and technological cooperation, and the introduction and promotion of quality foreign investment projects and high-quality professionals so as to come up with a new driving force for expanding the province’s opening up.
According to Lou, Jiangsu will strive to gain the upper hand in the new round of opening up by systematically planning the "going out" strategic layout in the national open policy system, building new open platforms, and integrating innovation in the free trade zone pilot project to create an "upgraded version" of the overseas cooperativepark, enhancing the level of domestic cooperative parks, building a pilot zone for deepening cross-strait industrial cooperation, and strengthening the Suzhou Industrial Park and Nanjing Jiangbei New Area.
He also urged the province to create an open new environment and build a fair and fair, transparent and predictable international first-class business environment as a basic brand work for opening up, and strive to create the best possible government service environment and the most comprehensive intellectual property protection in the country so as to come up with a service system featuring the most friendly and entrepreneurial environment.
Lou stressed the importance of the Party’s leadership over the province’s further opening up, adding that leading officials should improve their leadership abilities, take responsibility, advance with the times, open up new horizons, try new open experiencewith a broader vision, a broader mind, a more professional quality so as to better take up the responsibility and mission in the new era of opening up.
Wu Zhenglong made specific arrangements for the implementation of the gist of the meeting at all levels across the province.
