East China’s Jiangsu province will further focus on key areas and key links, and launch a number of major initiatives to continuously deepen reforms and achieve high quality development, the provincial development and reform commission said recently.
In 2019, the province will speed up the research on the promotion of high-quality development to pave the way for the drafting of the blueprint for the "14th Five-Year Plan" so as to improve the system planning of various tasks.
The province will establish and improve the mechanism for entrepreneurs to get involved in the policy-making so as to safeguard the legitimate rights and interests of entrepreneurs.
It will also accelerate the drafting of opinions on promoting the high-quality development of the private economy and promote the market access list system.
In the meantime, the province will deepen the new round of comprehensive reform of the provincial service industry by pinpointing the promotion of 150 key service industry projects to ensure that 100 billion yuan will be injected to the service industry each year.
Jiangsu will study and draft opinions to further promote the development of the digital economy and seize the opportunities for the development of the digital economy. At the same time, it will strengthen the construction of innovative carriers and launch around 100 provincial-level demonstration bases for mass innovation and entrepreneurship.
In 2019, the province will also speed up the drafting of the provincial plan for the Yangtze River Delta regional integration development to promote the integration of infrastructure, policy diffusion, regional markets, social governance and public services, deepen the structural reform of the supply side, study and draft the implementation plan for the construction of the logistics hub network so as to effectively reduce the cost of various intermediary evaluations, enterprise energy use, and logistics costs.
Meanwhile, Jiangsu will steadily push forward the pilot program of income growth for urban and rural residents, strive for the province to be listed in the country’s second batch of income growth through special incentives for urban residents, and encourage more returned migrant workers to launch startups so as to effectively improve the people's sense of well-being.
