In order to guide enterprises to increase investment in technological transformation and improve investment quality and efficiency, the relevant documents of the Jiangsu Provincial Government clearly state that during the 13th Five-Year Plan period, provincial financial arrangements of 2 billion yuan shall be made, and a certain proportion of funds shall be awarded to industrial enterprises above the scale of technical transformation in the province, in accordance with the input of the enterprise in technological transformation and the new tax contributions.
From the perspective of allocation of funds, this award reflects the principle that the greater the input, the greater the contribution and the greater the support. Out of 894 enterprises, 21 enterprises received funds of 3 million yuan or more, and the bonus funds amounted to 99.08 million yuan, and the average of 4.718 million yuan for a single enterprise.
In terms of emphasis of support, 339 award-winning enterprises were distributed among 11 advanced manufacturing clusters, accounting for 37.92%; and arranged funds of 177.8 million yuan, accounting for 44.46%.
In terms of regional distribution, support for the Northern Jiangsu Province will be further strengthened. The five cities in northern Jiangsu province have arranged funds of 80.02 million yuan this year, accounting for 3 percentage points more than that in 2017.
The minimum of 100,000 yuan will be added this year, in addition to the maximum limit of 10 million yuan for a single enterprise, which further enhances the sense of gain in the award-paying enterprise policy. According to the reward policy, projects with large investment scale and long investment term can receive multi-consecutive grant and replenishment support in the past five years, which will help to guide enterprises to continuously increase investment in technology transformation and promote equipment upgrading in our province. From the enterprises supported in 2017 and 2018, there were 389 enterprises that received grant-subsidization support for two consecutive years, amounting to 487.84 million yuan.
