The opinions have identified three categories of assistance: the need for rehabilitation and the willingness to rehabilitation in the province, and the assessment by professional medical institutions that children with disabilities aged 0 to 6 years who are eligible for rehabilitation training; Children with physical disabilities and autism between 7 and 14 years of age; According to the assessment of professional medical institutions, the age of assistance for cochlear implant surgery can be extended to 7-14 years. Where conditions permit, the range of people to be rescued may be relaxed.

According to the Opinions, relevant institutions in all localities will provide basic rehabilitation training for children with disabilities such as vision, hearing, speech, limbs, intelligence and autistic children; Screening of visual aids for visually impaired children; Hearing aid (binaural) for hearing disabled children; Fitting artificial limbs or orthotic devices for children with physical disabilities to wheelchairs, chairs, standing stands, and other aids; To provide basic cochlear implant surgery and basic postoperative rehabilitation training for children with hearing disabilities with surgical indications. The content of rescue can be expanded where conditions permit.How to Apply: Guardian Applies to Local Disabled Persons' Federation
The guardian of a disabled child may file an application with the county-level disabled persons' federation at the place of his/her registered permanent residence. A guardian may also entrust another person, social organization or social assistance agency to file an application on his/her behalf. County-level organizations of disabled persons' federations will review and input information together with relevant departments.
