Lou Qinjian, Secretary of the Provincial Party Committee and Chairman of the Standing Committee of the Provincial People's Congress, went on an inspection tour in Gaoyou County on Monday to learn about the progress of the efforts on the implementation of Xi Jinping Thought on socialism with Chinese characteristics for a new era and the instruction on the work of Jiangsu.
When inspecting the Gaoyou section of the Grand Canal, Lou spoke highly of the efforts made by authorities in Gaoyou on the enhancement of the city’s core competitiveness by tapping into the Grand Canal Cultural Belt.
He pointed out that Gaoyou is endowed with rich cultural resources, demanding that the city authorities grasp the goal and the requirements of high-quality development, broaden the horizon, update the concept, and take into account the overall planning for the protection of the key cultural relics, the ancient street blocks and the canal water system so as to benefit the people.
When visiting Gaoyou High School, the CPC Provincial Chief was pleased to be informed of the local people’s favorable ratings on the government’s efforts to ensure that more teenagers gain access to education at senior high schools.
He later went to a resettlement quarter to learn about the progress of the relocation of the scattered rural villages into modernized living quarters, saying that relocating the farmers into modernized living quarters is a move to implement the strategy of revitalizing the rural areas in compliance with to the wishes of the farmers.
During his inspection tour to a local electric motor company, Lou demanded that the enterprises should establish a firm foothold in the market and the most important thing is to master key core technologies. He hoped that the company will continue to attach importance to and strengthen technological innovation for the continuous enhancement of product competitiveness.
The CPC Provincial Chief presided over a symposium to be briefed on the local government’s efforts on the promotion of the emancipation of the mind.
Lou pointed out that in the past six months since the launch of the campaign for the emancipation of the mind, Jiangsu has closely focused on the theme, adhered to the problem orientation, and had a clearer understanding of the development orientation and deep-seated problems, and launched many innovative measures for the promotion of high quality development.
He emphasized that Xi Jinping’s new era of socialism with Chinese characteristics has comprehensively expounded the overall goal, overall tasks, overall layout, strategic layout and development direction, development mode, and development momentum of the new era of adhering to and developing socialism with Chinese characteristics.
As a developed region, Jiangsu has created a lot of good experiences and formed some mindsets, Lou Qinjian said, adding that the emancipation of the mind is to be carried out in compliance with Xi Jinping's new era of socialism with Chinese characteristics and the important instructions of General Secretary Xi Jinping on Jiangsu's work, broaden the horizon of development, overcome inertial thinking, speed complex and path dependence, and solve high-quality development issues with innovative thinking and solutions so as to promote high-quality development.
He demanded that Gaoyou should respond to the risk challenge and promote innovation transformation according to the new development concept, and take the risk challenge as a major opportunity for transformation and development, support the development of the real economy in an all-round way, make the policy supply more precise, and solve the practical problems for the enterprise.
Lou also urged for greater efforts to help companies reduce their burden and increase their confidence, pay more attention to the two-way integration of the industrial chain and the innovation chain, open up the channel between science and education and industry, and make breakthroughs in the construction of autonomous and controllable industrial system.
The CPC Provincial chief called for the county to follow the laws of social development and scientific and technological development and adhere to the synchronized development of "four modernizations" in line with the rapid development of computer and network technology, attach importance to the leading role of information technology and promote the overall upgrading of industrialization, urbanization and agricultural modernization, combine the optimization of the layout of villages and towns, promote the improvement of rural housing conditions, and let the farmers live a modern urban life in sync with the times.
He also stressed the importance of adhering to the people-centered solution to the contradictions and problems in the work, especially the education, medical care, employment, social security and other livelihood issues, complying with the emancipation of the mind to promote the reform and rectification with more practical work measures, and to ensure that various tasks are solved resolutely and effectively while focusing on treating both the symptoms and the root causes, and establishing a sound and long-term mechanism from the source.
