The No. 14 Research Institute under the China Electronics Technology Group Corporation has adhered to military-civilian integration and international development to stimulate its innovation and vitality through transformation, and achieve rapid development in modern logistics, urban rail transportation, making it a group research institute reaching out to both domestic and foreign markets.
Founded in 1946, the No. 14 Research Institute under the China Electronics Technology Group Corporation is the birthplace of China's radar industry. It was originally established to undertake the task of radar construction technology research and radar equipment experimental design, production and maintenance.
Since 1956, the No. 14 Research Institute under the China Electronics Technology Group Corporation has shifted from repair-based business into self-design. Under the condition that China's industrial base is weak, material conditions are scarce, and a large number of core key technologies are in their infancy, the research personnel have made unremitting efforts to develop pulse Doppler radar in 10 years. Being China’s first pulse Doppler radar independent intellectual property rights, the device achieves epoch-making significance.
Entering the new century, the group company was established in 2002 and the No. 14 Research Institute began to train radar personnel on a large scale. The early warning aircraft is the key area of national defense competition. The No. 14 Research Institute set up research teams to develop the 2000 early warning aircraft, filling the gap of China's large-scale early warning radar. With the continuous deepening of reform and opening up and the ever-changing international situation, the environment of the military industry has also changed, and the No. 14 Research Institute was quick to come to the awareness of this opportunity.
In 2017, the 19th CPC National Congress proposed to deepen the reform of the defense industry and military academies. The No. 14 Research Institute made positive response to establish a modern corporate governance structure, promoting the policy of job dividends, scientific and technological achievements transformation, and equity incentives, releasing the innovation vitality of scientific researchers, and at the same time giving full play to its role of being the listed company's core platform to achieve the multiplier effect of state-owned assets.
In the meantime, it has accelerated the pace of military-civilian integration. The institute has actively innovated and explored effective ways for military technology, military resources, and outstanding talents to be converted into civilian use. Focusing on the core areas of "national defense, science and technology, and electronic information", the institute has focused key projects such as smart manufacturing, military-civilian dual-use radar, and rail transit by integrating resources from all parties to explore a unique "pre-research-technology-product-industry" to come up with the whole process of military-civilian integration development path and increase its profitability year by year.
