East China’s Jiangsu province promulgated the "Implementation Plans on Deepening the Reform of the People-friendly Administrative Approval system by issuing 40 specific implementation opinions to make it easier for the people to seek government services.
The Plans said Jiangsu will make further implementation of the online approval system to ensure that the application submitted by the local people will be done right away.
If the conditions of legal acceptance are met and the application materials are complete, the items shall be settled on the spot in principle, and the processing time for simple items shall not exceed one hour, reducing the on-site waiting time of enterprises and the people.
By the end of October, the provincial departments will have unveiled the list of the approval items that will be dealt with right away.
The province will also promote the settlement of online approval items on a wider scale. Except for the special provisions of laws and regulations, more than 80% of the examination and approval services at the provincial, city and county levels will be implemented online before the end of the year. All examination and approval services that are closely related to the production and operation of the enterprise, the production and life of the people, and the large approval items will be processed online. The matters that have been handled in the brick-and-mortar service halls should not be dealt with again in the online process.
It is stipulated that before the end of this year, 80% of the qualified towns or sub-district governments will set up outlets on the provincial government service platform, and 50% of the qualified villages or communities will set up service stations on the provincial government service platform to publicly approve service items without bothering to travel to faraway centers.
