Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, went on an inspection tour recently to Xuzhou and Suqian to inspect the progress of poverty alleviation under the guidance of the Xi Jinping Thought on socialism with Chinese characteristics in the new era.
Suqian City has three key areas for poverty alleviation, accounting for half of the province. Lou Qinqin visited several villages and communities to learn about the progress of poverty alleviation and the ways and means to better advance poverty alleviation by communicating with the grassroots cadres and villagers.
He hoped that the villages will conscientiously summarize the practices to promote land transfer and industrial development by promoting farmers' concentrated living, and to sort out the policy measures and difficulties to help solve the farmers' needs for concentrated living, and provide the details to relevant departments for further research.
When visiting Xiaozuo Village and Huaixi Village, Lou Qinjian listened to the report on the planning and construction of the concentrated residential areas for the farmers and asked about the specific conditions such as the levying resettlement standards, the new arable land for reclamation and the construction cost.
He also required the relevant departments to summarize some experiences that can be used for reference.
The CPC Provincial Chief was satisfied with the installation of synchronized public facilities such as convenience service centers, kindergartens, and health clinics.
He spoke highly of the Oriental Huayuan Community that has built infrastructure facilities such as sewage treatment, intelligent monitoring, and pipeline gas in accordance with urban standards.
Lou emphasized that at this stage, the promotion of peasants' concentrated living must adapt to the requirements of urbanization and the people's desire to pursue a better life, strengthen the guidance, scientific planning, do a good job in infrastructure improvement and community services so as to improve the quality of life of farmers.
When visiting Gu Liyun, a needy elder, Lou Qinjian inquired about her life after the relocation, and was pleased to be informed that she is engaged in green maintenance work in the community to earn a fixed income every month.
During his visit to Wang Kangyong’s home, the CPC provincial chief asked him and his neighbors whether they would like to move. The old man replied that everyone hopes to move to a resettlement community as soon as possible. Lou demanded that the relevant departments follow the laws of social development, sum up the practical cases at the grassroots level, study support policies, and meet the expectations of farmers for a better life.
When going on the inspection tour in Suqian, Lou made favorable comments on the local efforts to promote the employment of farmers at home. He said that it is necessary to use the cultivation industry as the fundamental way to promote poverty alleviation, develop labor-intensive processing industries according to local conditions, and encourage new modes of new business development such as rural e-commerce. He hoped that Yanghe Alcoholic will further play the leading role of large enterprises, promote the development of local high-quality agricultural products, and make greater contributions to the increase of the farmers’ income.
In the Shizhai Complementary Modern Agricultural Industrial Park in Shizhai Town, Feng County, Lou Qinjian learned about the progress of the project in the promotion of the employment of farmers, and affirmed the poverty alleviation project to help the village increase collective income and farmers' income. He stressed that we must fully mobilize the enthusiasm of all sectors of society, give full play to the forces of the government, the market and society, and effectively combine external assistance with endogenous motivation so as to do a good job in poverty alleviation.
During his visit to Yuezhuang Community, Lou asked in detail about the overall relocation process of the village, the main contradictions encountered and the problems that need to be solved. He also visited a local farmer Zhang Guibin to understand the changes in life after the relocation by calculating the income growth.
At the border area of Jiangsu and Shandong, Lou Qinjian visited Quge Village to investigate the real idea of relocation and poverty alleviation. In the households of Xie Qingxiang and Xie Qingmin, he was pleased to see that the houses are installed with public facilities for their living. When told that the villagers were eager to move to a resettlement community as soon as possible, he said to local cadres that the implementation of concentrated living is the wish of the masses and the need for rural revitalization so that we must conscientiously learn from the experience inside and outside the province and work closely with the actual situation.
During his inspection tour in the two cities, the CPC Provincial Chief emphasized that the poverty alleviation in the more developed regions and underdeveloped regions is not exactly the same in terms of objectives and tasks and promotion measures so that it is necessary to further emancipate the mind and thoroughly study and optimize the poverty alleviation measures in line with the actual situation of the province.
He also pointed out that the formalism of some localities in poverty alleviation requires a full play of the role of grassroots party organizations, effectively improve work efficiency, reduce administrative costs, prevent surface articles and tricks, and resolutely fight with pragmatic actions so as to win the fight against poverty.
