Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, went on an inspection tour Tuesday to the Third Circuit Court of the Supreme People's Court that is based in Nanjing.
Lou held an informal discussion with Jiang Bixin, Vice President of the Supreme People's Court and Chief Justice of the Third Circuit Court, and Zhang Shuyuan, Vice President of the Supreme People's Court, expressing his gratitude to the Supreme People's Court and the Third Circuit Court for their support for Jiangsu's work in the hope of obtaining more help from the court system for the construction of new Jiangsu and high-quality development.
The Third Circuit Court of the Supreme People's Court was formally established in Nanjing at the end of 2016. It mainly deals with major administrative and civil and commercial cases in four provinces and one municipality that include Jiangsu, Shanghai, Zhejiang, Fujian and Jiangxi.
Lou Qinjian said that the establishment of the circuit court is an important measure for the reform of the judicial system of the Supreme People's Court, which has effectively promoted the delegation of trial power to the lower levels to better meet the diversified judicial needs of the people, which is a strong indication of the people-centered development concept.
He remarked that since its establishment more than one year ago, the Circuit Court has effectively handled cases according to law, resolved contradictions and disputes, helped cultivate legal talents, and brought good ideas, good experiences, and good styles to Jiangsu, setting a good example for Jiangsu, promoting the rule of law in Jiangsu and providing a solid legal guarantee for the development of Jiangsu.
We must earnestly learn from the good experience of the Supreme People's Court and the Circuit Court and the political and legal departments of the province, especially the court system, must learn to draw on the concept of work, management, and supervision of the Circuit Court to fully improve the work of our province’s judicial system, the CPC provincial chief said.
Lou Qinjian emphasized that Jiangsu is currently acting in accordance with Xi Jinping Thought on socialism with Chinese characteristics to implement the series of important directives of General Secretary Xi Jinping on the work of Jiangsu, striving to ensure that its high-quality development ranks among the best in the country so as to make progress in building a well-off society and explore a new journey of modernization.
It is important for the province to advance the construction of the rule of law so as to provide an important guarantee for the promotion of Jiangsu's exploratory, innovative, and leading development in the new historical position, he said.
Jiangsu is situated at the intersection of the Belt and Road initiative and a compound area of national strategies such as the Yangtze River Economic Belt and the South Jiangsu National Independent Innovation Demonstration Zone, the CPC provincial chief said, adding that facing the new situation and new tasks, there is an urgent need to further gather the resources of the rule of law to create an optimal rule of law environment.
He said that the establishment of the Third Circuit Court in Jiangsu is a manifestation of the care of the CPC Central Committee for the development of Jiangsu and the Supreme People's Court's trust in and support for the work of Jiangsu, adding that Jiangsu will do its best to provide favorable conditions for the work of the Third Circuit Court by coordinating to solve difficulties and problems.
Jiang Bixin and Zhang Shuyuan expressed their gratitude to Jiangsu Province and Nanjing City for their great support and selfless help for the work of the Third Circuit Court. They said that Jiangsu attaches great importance to the work of the Circuit Court. The development and progress of the Third Circuit Court cannot be separated from the hard work and sweat of the party committees, governments, and courts in Jiangsu.
