The provincial government and the China Association for Science and Technology or CAST signed a comprehensive strategic cooperation agreement on Wednesday. Lou Qinjian, Secretary of the Provincial Party Committee and Governor Wu Zhenglong met with Huai Jinpeng, Secretary of the Party leadership group and executive vice chairman of CAST.
Lou Qinjian thanked the CAST for its long-term support for the development of Jiangsu. He said that the province is now in the process of studying and implementing the spirit of the 19th CPC National Congress and General Secretary Xi Jinping’s series of important instructions for Jiangsu's work, studying and comprehending the important speeches delivered by the General Secretary during the two sessions and the spirit of the two sessions.
Lou said innovation is the primary driving force to promote the high quality development, the core of which is innovation-driven development, adding that the brick and mortar economy of Jiangsu is well-developed, the manufacturing industry has obvious advantages, and there are abundant scientific and educational personnel resources. Turning science, education and human resources into innovative capabilities requires us to pay more attention to basic research, original innovation, and integrated innovation so as to open up the channels between industry and technology through institutional innovations, he said.
He hoped that the CAST will give full play to its advantages in academics, organizations and platforms to support the province's promotion of the Belt and Road initiative, the establishment of a national independent innovation demonstration area in Southern Jiangsu, and seize the law of technological development for the popularization of computer and Internet knowledge by taking the lead in playing a normative role in cross-professional scientific and technological innovations, focusing on long-term support for the construction of key basic disciplines in universities and making greater contributions to high-quality development.
Huai Jinpeng stated that the CAST will take this comprehensive strategic cooperation as an opportunity to give full play to the advantages of uniting and serving the broad masses of scientific and technological workers and boost Jiangsu's innovation and development through various ways such as think tanks, academics, science popularization, and international exchanges and cooperation. Special attention will be given to the promotion of the Belt and Road initiative in Jiangsu Province and the construction of a national independent innovation demonstration area in southern Jiangsu, he said, adding that the CAST will support Jiangsu’s construction of a comprehensive national science center and work together to build a strong world of science and technology.
Wu Zhenglong and Huai Jinpeng signed a comprehensive strategic cooperation agreement on behalf of the provincial government and the CAST.
According to the agreement, the two parties will deepen cooperation, promote the integration of science and technology economy, serve decision-making consultations, upgrade public scientific quality, and help innovation drive development.
