Running Red Lights to be Enlisted Traffic Misconduct in Nanjing, Says Traffic By-Laws

  Non-motorized vehicle drivers, pedestrians, and passengers who fail to follow traffic lights for more than five times in a year will constitute a general act of traffic misconducts, according to the "Detailed Rules for the Management of Traffic Credit in Nanjing City" issued by the General Office of the Nanjing Municipal Government recently.

  According to the Detailed Rules or By-Laws, traffic misconducts of motor vehicle drivers and owners are classified into 3 levels: general, serious and severe. Any drivers or owners of motor vehicles who are given rectification notice by Traffic Department and do not implement rectification for 5 times within a year will constitute a severe traffic misconduct.

  The records of traffic misconducts shall be effective as of the date when the misconduct is determined. For the records of general traffic misconducts, they shall be valid for one year. For the records of serious traffic misconducts, they shall be valid for 3 years and be included in the public credit information system. For the records of severe traffic misconducts, they shall be valid for 5 years and be included in the public credit information system. All the misconduct records shall be eliminated automatically upon expiration. The person who was accused of traffic misconduct may look for the credit information at the Nanjing Public Credit Information Center with his/her valid identity certificate.

  The Detailed Rules also make it clear that traffic misconducts will have an impact on job access, personal credit, vehicle insurance and the evaluation of promotion.
