The 1st session of the 13th Provincial People’s Congress concluded Wednesday afternoon in Nanjing after completing all the agendas through the concerted efforts of all the deputies.
Lou Qinjian, secretary of the CPC Jiangsu provincial committee and chairman of the Provincial People’s Congress delivered a speech at the closing ceremony.
Wu Zhenglong, deputy secretary of the CPC Jiangsu Provincial Committee and Governor of Jiangsu, also gave a speech at the closing ceremony.
Lou said that the first session of the 13th Jiangsu Provincial People's Congress was a pragmatic, pioneering and innovative meeting that focused on cohesive and shared development, adding that the past five years was a period that witnessed the province to forge ahead and achieve fruitful results. It is also a five-year period during which the work of the people's congress has forged ahead with strong determination, he said.
On behalf of the 13th Provincial People's Congress and its Standing Committee, Lou paid high respect to Comrade Luo Zhijun and Comrade Li Qiang, who served as the chairmen of the Standing Committee of the 12th Provincial People’s Congress, and Jiang Dingzhi and other comrades who served as deputy chairpersons of the Standing Committee of the 12th Provincial People’s Congress, and all the members of the Standing Committee of the 12th Provincial People’s Congress.
Lou Qinjian went on to deliver his speech on behalf of all the members of the Standing Committee of the 13th Provincial People’s Congress.
The 19th National Congress of the CPC has made the major judgment that socialism with Chinese characteristics has entered a new era, Lou said, adding that this legislative session has set the goal of Jiangsu for the next five years and the main task of this year's work, marking the development of Jiangsu standing at a new historic starting point.
The goal is inspiring but the key rests with the implementation, the provincial CPC chief said, adding that it is of fundamental importance for people in Jiangsu to study and implement the spirit of the annual legislative session, carry out all tasks assigned by the legislative session and work hard to create new achievements worthy of the new era and promote new Jiangsu construction with new excellent results.
Wu Zhenglong said in his speech that the provincial people's congress elected the leadership of the new provincial government and elected him governor of the new provincial government.
All the vice governors and I would like to express our deep appreciation for the trust of the deputies, the governor said, adding that the new leadership of the provincial government will fulfills its duties in the first year of fully implementing the spirit of the 19th CPC National Congress, performs its duties in the decisive phase of building a well-off society in an all-round way, and starts a new journey of socialist modernization with a high starting point.
Wu Zhenglong said the provincial leadership will take the lead in enhancing the political stance, make a good example of political firmness, enhance the sense of "four consciousnesses," and strengthen the confidence in our path, guiding theories, and political system, and most importantly, confidence in our culture.
The governor went on to say that the new leadership of the provincial government will safeguard Xi Jinping's position at the core of the CPC Central Committee and the whole Party, and to safeguard the authority of the CPC Central Committee and its centralized, unified leadership by consistently and unswervingly keeping in line with the CPC Central Committee with Comrade Xi Jinping as the core and conscientiously working under the leadership of the provincial party committee.
Wu also pledged that the new leadership of the provincial government will take the lead in practicing the fundamental purpose of working diligently for the people, respecting the Constitution and the laws, promote administration in accordance with the law, strengthening the responsibility to play a leading role in doing a solid work, promoting the new style of righteousness by getting united under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, the scientific guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era and the leadership of the provincial party committee with Lou Qinjian as its head so as to promote the province's high-quality development to the forefront of the country.
The concluding meeting adopted the resolution of the first session of the 13th People's Congress of Jiangsu Province on the work report of the Jiangsu Provincial People's Government, the resolution on the implementation of the 2017 national economic and social development plan of Jiangsu Province, the national economic and social development plan for 2018, the resolution on the Budget Implementation of 2017 and the Budget for 2018, the resolution on the Report of the Work of the Standing Committee of the Jiangsu Provincial People's Congress, the resolution on the Work Report of the Higher People's Court of Jiangsu Province, and the resolution on the Work of Jiangsu Provincial People's Procuratorate.
The meeting was presided over by Lou Qinjian with Lou, Chen Zhenning, Xu Zhongzhi, Xing Chunning, Liu Handong, Wei Guoqiang and Qu Futian as executive chairpersons.
