Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, urged party and government officials to implement the spirit of the important speech made by General Secretary Xi Jinping at the second plenary session of the 19th Central Commission for Discipline Inspection or CCDI of the Communist Party of China on strengthening the political consciousness of the party and promoting the overall strict governance of the party to provide a strong political guarantee for the social and economic development in Jiangsu. The CPC Provincial chief made the remarks at the third plenary session of the 13th Provincial Commission for Discipline Inspection held Tuesday in Nanjing.

The development of a society relies on the sound operation of the ruling party and the CPC's actions in building a well-disciplined party are beneficial to China's further development, according to a statement released after the meeting.
The third plenary session of the provincial CDI reached a consensus on the insistence on the Xi Jinping Thought on socialism with Chinese characteristics as the guideline to make a thorough implementation of the agenda for the third round of disciplinary inspection, according to the statement.
The plenary session also stressed the position of Xi Jinping, general secretary of the CPC Central Committee, at the core of the CPC Central Committee and the whole Party.
The key to implementing the spirit of the 19th CPC National Congress is to safeguard Xi's position at the core of the CPC Central Committee and the whole Party, and to safeguard the authority of the CPC Central Committee and its centralized, unified leadership, according to the statement.
Another key is to study and grasp Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and make it the guide in practice and work.
The meeting also studied the spirit of the second plenary session of the 19th Communist Party of China Central Commission for Discipline Inspection or CCDI which was held from January 11 to 13 in Beijing.
The meeting reiterated full and strict governance over the Party, according to the statement.
The meeting stressed the efforts to firmly exercise full and strict governance over the Party by pledging to work for a complete supervisory network over all state functionaries, under the Party's leadership.
Reform of the supervisory system will be advanced in an all-round way, said the statement.
The CCDI will maintain a tough stance against corruption, consolidating and developing the "overwhelming momentum" in the fight against corruption.
A total of 576 government officials who have violated the “eight-point frugality rules” were punished from January to November, an increase of 45 percent compared with the same period last year, according to the commission.

In December 2012, China's central leadership issued the “eight-point rules”, requiring government officials to strictly practice frugality and clean up undesirable work styles such as formalism, bureaucratism, hedonism and extravagance. Practices such as the use of public funds to buy gifts, hold banquets and pay for holidays have since been strictly banned.
In the meantime, discipline inspection agencies of the Communist Party of China at various levels have been introducing more effective measures to regulate and oversee their staff.
A total of 22 officials with the CCDI, the CPC's top anti-graft agency, have been investigated and about 230 officials received written or oral warnings since the 18th CPC National Congress in late 2012, according to CCDI sources.
During the same period, more than 10,000 officials with discipline inspection agencies at various levels were punished. Among them were in-service and retired officials.
To streamline anti-graft work, the CCDI issued a protocol regulating the procedure of how discipline inspectors initiate and carry out investigation and put it in a trial run in January last year.
The protocol aimed to close loopholes in inspection procedures and minimize the possibility of outside intervention and rent seeking.
The CCDI has also announced to exclude 'disloyal, dishonest' Party members in its latest efforts to tighten the Party's political disciplines.
The "Janus-faced ones", who are disloyal and dishonest to the Party, who comply in pubic but oppose in private, should be firmly excluded, said the CCDI.
The CCDI pledged to enhance monitoring of political life within the Party and inspect how key principles and policies are carried out and internal management mechanisms operate.

Officials will be assessed in terms of "political stance, principles, commitment and discipline," and held accountable for flaws in these aspects.
They will be subject to rigorous examination concerning their political and personal integrity, so as to fully clean up the political ecosystem within the Party.
