CPC Jiangsu Provincial Committee stresses disciplinary inspection

  The CPC Jiangsu Provincial Committee convened a meeting Wednesday to learn about the progress of the third round of disciplinary inspection and the stringent work ahead. The meeting was presided over by Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee.

  The meeting reached a consensus on the insistence on the Xi Jinping Thought on socialism with Chinese characteristics as the guideline to make a thorough implementation of the agenda for the third round of disciplinary inspection, according to a statement released after the meeting. 

   The Central Commission for Discipline Inspection or CCDI kicked off the third round of inspections in 2015 covering several central government organs and major financial institutions including the central bank, securities regulators, state-owned banks and insurance companies.

  The third round launched for the first time the special inspection.

  The "special inspection" team sent inspectors to the Ministry of Science and Technology, Shanghai-based Fudan University, state-owned China National Cereals, Oils and Foodstuffs Corporation (COFCO). The provincial-level areas of Beijing, Tianjin, Liaoning, Fujian, Shandong, Henan, Hainan, Gansu, Ningxia, Xinjiang, and the Xinjiang Production and Construction Corps will also be included in the third round of inspection.

  Major problems plaguing the entities uncovered through the inspections include corruption, weakening of the Party's leadership, and procedural violations in personnel selection and placement.

  The third round of discipline inspections added inspection and supervision to the performance of responsibilities of Party committees and officials.

  The development of the inspection work is a clear demonstration that discipline inspection, as a "sword" of intra-Party supervision, is not a matter of expediency; rather, it is a systemic arrangement with a long-term vision.

  According to the CCDI, more than 50 percent of investigations into centrally-administered officials were as a result of information found by discipline inspectors, since the 18th CPC National Congress in 2012.

  On every round of inspections, the inspectors would open hot lines and mailboxes for information on disciplinary violations. Letters and visits from the members of the public have been taken seriously.

  The standing committee of the CPC Jiangsu Provincial Committee also studied the spirit of the second plenary session of the 19th Communist Party of China Central Commission for Discipline Inspection or CCDI which was held from Thursday to Saturday.

  The CCDI meeting reiterated full and strict governance over the Party, according to its communique released last Saturday.

  The CCDI stressed the efforts to firmly exercise full and strict governance over the Party. It pledged to work for a complete supervisory network over all state functionaries, under the Party's leadership.

  Reform of the supervisory system will be advanced in an all-round way, said the communique.

  The CCDI will maintain a tough stance against corruption, consolidating and developing the "overwhelming momentum" in the fight against corruption.

  "We will continue to see that there are no no-go zones, no stone is left unturned, and no tolerance is shown for corruption," said the communique.

  The plenary session also stressed the position of Xi Jinping, general secretary of the CPC Central Committee, at the core of the CPC Central Committee and the whole Party.

  The key to implementing the spirit of the 19th CPC National Congress is to safeguard Xi's position at the core of the CPC Central Committee and the whole Party, and to safeguard the authority of the CPC Central Committee and its centralized, unified leadership, according to the communique.

  Another key is to study and grasp Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and make it the guide in practice and work.
