Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, demanded that regional governments should study and implement the spirit of the 19th CPC National Congress and follow the instructions given by General Secretary Xi Jinping on the overall development of Jiangsu so as to ensure the people have more sense of gain and happiness.
Lou visited an ecological vegetable garden and a village community in Sihong County to learn about the operation of the rural production.
He hoped that the rural areas where the conditions are ripe can reclaim the grain fields through village relocation and integrate agricultural funds to cultivate new-type professional farmers and improve the level of agricultural modernization.
Party members and cadres in the rural areas should take the lead to get rich and increase villagers ' income, Lou said.
When visiting Xuzhuang village, Lou inquired about the operation of the new-type of agricultural businesses such as the online sales of farm produce, saying that it is the hope of the government that the role of flagship enterprises and entrepreneurial leaders should be brought into full play so that more farmers will become rich through modern agriculture.

The CPC provincial secretary inspected three industrial enterprises in Suqian, encouraging them to give full play to the development of industrial clusters. He also demanded that local governments should take advantage of the logistics network launched by the local e-firms and speed up the construction of transportation and other infrastructures to create a regional commodity distribution center.
Lou Qinjian also visited the administrative service center of Suqian to gain a better understanding of its operation, demanding that new efforts should be made to lower the threshold for administrative examination and approval and launch a social credit system for the invigoration of innovation and creation.
When summing up his inspection tour, Lou reiterated the importance of studying and implementing the Xi Jinping Thought on socialism with Chinese characteristics for a new era and the important speeches made by General Secretary Xi Jinping on the overall development of Jiangsu by combing theory with the practical situations in the locality.
It is a task of utmost urgency for authorities in Suqian to decide whether the city can enter a comprehensively well-off society in synchronization with the other parts of the province, the provincial CPC secretary said.
We must firmly seize the development opportunities by taking advantage of the country’s Belt and Road initiative, the promotion of the Yangtze River Economic Belt, the economic integration in the Yangtze River Delta and the country’s rural revitalization scheme, he said.
