  In the early spring of 2013, Wu Xie'en was appointed secretary of the Party Committee of Huaxi village, the "No 1 village in China". In the past five years, Wu has never forgotten his initial dream of serving the people, and has led the village in making innovations while inheriting the good traditions, pressing ahead through down-to-earth efforts, and enriching the people through development.

  The Party member liaison mechanism is an innovative system launched by Huaxi village in response to the Two Studies, One Action campaign. The village's 95 leading Party members are liaisons for all 970 local households. They visit households every week to deliver instructions and requirements from various levels and listen to the villagers' demands and concerns, to dissolve conflicts and misunderstanding.

  A Party member is a flag for serving the people. With the Party secretary as an example, Party members boast the strongest appeal and cohesion in Huaxi village. Since the 18th CPC National Congress, there are nearly 300 new Party members in the village. The village Party committee has 43 branches with a total of 2,271 Party members.

  "In the first eight months this year, Huaxi village's usable capital was 19% more than in the same period last year and 10.92% more than the target," Wu said. At the villagers' conference in September, Wu made an economic situation report on behalf of the village Party committee, and the numbers delighted the villagers.

  Under Wu's leadership, companies in which Huaxi village has investments quarried marble in Yunnan, built agricultural malls in Chongqing and Hubei, developed chips in the U.S., carried out marine projects in the Persian Gulf, studied rice-growing technology in Japan, quarried granite in Mozambique, fished squid in Peru and Argentina, and participated in new energy projects in Britain and Italy. The business portfolio that Huaxi village is engaged in ranges from the sky to underground, from land to the ocean, from east to west, and from China to foreign countries. Thanks to these efforts, the village, compared to the last period of five years, has 11.29% more usable capital, pays 37% more taxes, and its per capita annual income exceeds RMB90, 000.

  In recent years, Wu has led Huaxi village to carry out targeted poverty alleviation in villages nationwide and spent over 100 million yuan a year for that purpose. The farming-photovoltaic new energy power stations built at Huaxi village's initiative are distributed across the country and have formed a new energy "network of poverty alleviation", which is expected to benefit 200,000 people by 2020.
