Leaders of the four provincial regions in the Yangtze River Delta reached a consensus on the enhanced promotion of market integration in Yangtze River Delta at a symposium held last Friday in Huzhou, Zhejiang province.
Among the provincial leaders attending the forum were Li Qiang, member of the Political Bureau of the CPC Central Committee and secretary of the Shanghai Municipal Party Committee, Gong Zheng, Deputy Secretary of the Shanghai Municipal Committee and Acting Mayor, Lou Qinjian, Secretary of the Jiangsu Provincial Party Committee, Wu Zhenglong, Deputy Secretary of the Jiangsu Provincial Party Committee and Governor, Che Jun, Secretary of the Zhejiang Provincial Party Committee, Yuan Jiajun, Deputy Secretary of the Zhejiang Provincial Party Committee and Governor, Li Jinbin, secretary of the Anhui Provincial Party Committee, and Li Guoying, Deputy Secretary of the Anhui Provincial Party Committee and Governor.
Leaders of the National Development and Reform Commission also attended the forum General Secretary Xi Jinping's series of important speeches and important instructions for the integrated development of the Yangtze River Delta was studied at the meeting in addition to the analysis on the efforts for the promotion of the epidemic prevention and control and social and economic development, according to a statement released after the meeting.
Views were exchanged on the implementation of the three-year action plan approved last May by top officials of Shanghai and Jiangsu, Zhejiang and Anhui provinces who gathered in Wuhu city, Anhui province, to map out the blueprint for the integrated development of the Yangtze River Delta region, the statement said.
Discussions were made on the annual work plan for the integrated development of the Yangtze River Delta and a list of key cooperation issues in 2020, the statement said.
The top leaders also exchanged ideas on the efforts to ensure stability on the six fronts and security in the six areas, according to the statement.
Since the beginning of this year, under the strong leadership of General Secretary Xi Jinping and the Party Central Committee with Comrade Xi Jinping at the core, China challenged the sudden outbreak of COVID-19 pandemic and finally won the victory in the prevention and control of the virus, demonstrating the superiority of the country's socialist system, the statement said.
The four provincial regions in the Yangtze River Delta played an important role through integrated cooperation by building a joint defense and joint control system and set up a coordinated platform for resumption of production, which has contributed to the overall situation in the country, according to the statement.
In order to promote the integrated development of the Yangtze River Delta under the new situation, we must adhere to the guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era and the new development concept, promote high-quality development with integrated development, build a strong and active growth pole for national development, and participate in international cooperation and competition a high level so as to fully demonstrate the superiority of the socialist system with Chinese characteristics, said the statement.
More efforts are needed to jointly develop new opportunities and create new situations so as to better serve the overall situation of the country, coordinate the fulfillment of the goals for epidemic prevention and control and economic and social development, ensure stability on the six fronts and security in the six areas and make more contributions to the nation's construction of a comprehensively well-off society, the statement said.
The six fronts refer to employment, the financial sector, foreign trade, foreign investment, domestic investment, and expectations. The six areas refer to job security, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments.
The four provincial regions will make steadfast efforts to resolutely implement the strategy of expanding domestic demand, jointly cultivate the Yangtze River Delta as a unified market, promote the formation of a new development pattern that relies on the domestic cycle as the mainstay and supplemented by the complimentary effects of the domestic and international cycles and strengthen the development initiative in the process of turning crises into opportunities, according to the statement.
It is important for the delta region to jointly build a world-class industrial cluster and a landmark industrial chain, draft the layout for the "Digital Yangtze River Delta Construction Plan", promote the construction of national-level platforms such as the Yangtze River Delta Industrial Internet Integrated Development Demonstration Zone, and accelerate the construction of the Yangtze River Delta scientific and technological innovation community, said the statement.
The three provinces and one municipality will work together to strengthen the protection of the Yangtze River Economic Belt, speed up the construction of Hangzhou-Huangshan World-Class Natural Ecology and Cultural Tourism Corridor, build an eco-cultural tourism circle around the Taihu Lake, compile and implement a shared protection plan for the ecological environment of the Yangtze River Delta for further improvement in the coordination mechanism, according to the statement.
Joint efforts are required for strengthening the construction of modern infrastructure, promoting the connectivity of the transportation infrastructure, accelerate the creation of the "Yangtze River Delta on the rail track" and world-class port groups and airport groups, strengthen cooperation in major energy projects, and jointly promote the construction of new infrastructure projects, said the statement.
Efforts will be made to strengthen the convenience and sharing of public services, comprehensively enhance the integrated public health system in the Yangtze River Delta, deepen the cooperation between universities, colleges and research institutes, and enhance the coordination capabilities of regional social governance, the statement said.
