Jiangsu revs up construction of zero-waste city for high-quality development

In January 2022, Jiangsu took the lead in launching the construction of a zero-waste city across the country. Over the past year, Jiangsu has stepped up innovation-driven development, accelerated the construction of zero-waste city, and promoted high-quality development of the circular economy.

The General Industrial Solid Waste Intelligent Transfer Center of Wuxi Optoelectronic New Material Technology Park is the first pilot project of intelligent industrial solid waste collection and transportation system in Wuxi.

Traditional enterprises generally dispose of solid waste, which has drawbacks such as randomness, dispersion, high cost, and inability to count. Nowadays, after centralized disposal, for non-renewable solid waste, enterprises can save more than half of the cost through intensive collection, transportation, and disposal.

"The traditional waste disposal method requires a cost of nearly two thousand yuan per ton. By concentrating transportation in the park, we can control the comprehensive cost at 500 yuan per ton," said Wang Feibiao, Chairman of Jiangsu Zhongman Environmental Technology Co., Ltd.

The transfer center is based on technologies such as the Internet of Things and AI recognition to build a big data platform for solid waste in the park, integrating online statistics, monitoring, traceability, forecasting, and other functions.

The collection vehicle can ensure real-time weighing, data upload and other functions, and can also view various ledger and disposal information in real-time on the platform and mobile devices.

Zhongman Environment has established waste collection and transportation centers in two industrial parks by signing contracts with nearly a thousand enterprises to settle in.

"The service technology of informatization runs through the entire process of general industrial solid waste collection and transportation, forming a collection and transportation data for the entire process. It also provides seamless general industrial solid waste collection and transportation ledger for enterprises to solve the problem of weak foundation in general industrial solid waste management," said Chen Zheng, Deputy Director of the Ecological Environment Bureau of Liangxi Sub-district, Wuxi City.

It is crucial to achieve normalized reduction of solid waste and improve the terminal disposal capacity. Suqian has effectively disposed of solid hazardous waste and agricultural waste.

Sihong County has transported the livestock and poultry manure generated by the entire county's breeding farms to the green island of Weiying Town for unified treatment for resource utilization of livestock and poultry manure.

The Green Island project has enabled Sihong County to handle 99.16% of livestock and poultry manure, achieving a two-way increase in income for healthy livestock and poultry farming and crop cultivation.

"We generate approximately 30 million yuan in revenue by processing 1.9 million tons of poultry manure annually, producing 18 million cubic meters of biogas, and generating 45 million kilowatt hours of electricity,"said Zhang Renqiu, General Manager of Deshang (Sihong) New Energy Co., Ltd.

In January 2019,the State Council, China's Cabinet, issued a work plan for the zero-waste city pilot project.

According to the document, a zero-waste city refers to an advanced urban development and management model that aims to promote green lifestyles, minimize the amount of waste produced, strengthen recycling programs and ensure that waste released into the environment is harmless.

Construction of the pilot zero-waste city project is of great significance to promote and deepen comprehensive reform of urban solid waste management, and an important measure to realize an ecological civilization and build a beautiful China. It aims to be a replicable program that realizes the nation's zero-waste target.

Experts said the pilot zero-waste cities are expected to promote new industrial structures and agricultural production models, and a consumption model that is resource-saving and environmentally friendly, in order to improve the urban green development level.
