East China’s Jiangsu province will encourage foreign investment to establish R&D centers in line with the province’s industrial development so as to promote original innovation, integrated innovation, and open innovation, according to the "Several Measures on Encouraging and Supporting Foreign Investment to Establish and Develop R&D Centers" recently approved by the provincial government.
Jiangsu will support open innovation and integrated development, encourage qualified foreign R&D centers to apply for high-tech enterprise recognition, and ensure that qualified foreign R&D centers enjoy preferential tax policies.
The province will support foreign-funded research and development centers to use large-scale scientific research instruments, scientific and technological reports and related data from provincial-level major scientific and technological projects in accordance with the law to carry out basic research, and encourages and supports foreign-funded research and development centers to undertake scientific and technological tasks at all levels.
On the basis of complying with relevant laws and regulations, Jiangsu will promote the smooth flow of innovative elements such as scientific research data, intellectual property rights, scientific research materials, bonded research and development in a bid to further improve the convenience of scientific research through optimization of management processes.
Jiangsu will further improve the convenience of work permits, residence permits, and entry and exit procedures for foreign talents, allowing foreign R&D centers to apply for a one-time work permit for foreign employees that does not exceed the term of their labor contract on a team basis.
The province will also allow foreign R&D centers to apply for work related residence permits with a validity period of no more than 5 years on a team basis.
In order to strengthen intellectual property protection, Jiangsu will also strengthen the protection of business secrets and increase the punishment for intellectual property infringement. Special rectification actions will be continuously carried out against malicious trademark registration and confusion, patent infringement, malicious litigation, and other evil behaviors.
