East China’s Jiangsu province will make every effort to build an industrial science and technology innovation center with global influence, according to a press conference held by the provincial government on Tuesday.
In order to build a globally influential industrial technology innovation center, Jiangsu has proposed 21 specific measures from six aspects that include the creation, application, protection, service, management, and environment of intellectual property, covering the entire chain of intellectual property.
Jiangsu has focused on laying out a number of practical and concrete measures, such as supporting the construction of the National Intellectual Property Protection Center and Rapid Rights Protection Center to address the difficulty of obtaining rights for innovative entities, accelerating the acquisition of patents for innovative achievements, implementing patent conversion support plans, conducting patent opening licenses, and exploring patent use rights investment, in order to promote a number of important measures that are leading nationwide.
“The measures proposed in the "Policy Measures" are accessible to all innovative entities on an equal footing, while also reflecting key concerns in policy design for key industries, key areas, and small and micro enterprises, for example, focusing on key development tasks in our province to carry out patent navigation, proposing incentive mechanisms for the transformation of innovative major scientific research achievements, and focusing on supporting intellectual property financing for small and micro enterprises, thereby solving current prominent problems and strengthening development momentum in the long run”, Zhisu Ping, Director of Jiangsu Provincial Intellectual Property Office, said.
Jiangsu has initially formed a policy and regulatory system guided by outline, plan, and regulations to promote the construction of a strong intellectual property province with high standards. Jiangsu ranks among the top in the country's comprehensive intellectual property strength. The number of invention patents owned by 10000 people has topped the country for 7 consecutive years. The number of high-value invention patents owned by 10000 people is 1.9 times that of the national total with and the rate of satisfaction with intellectual property protection ranking first in the country.
