The Jiangsu delegation to the first session of the 14th National People's Congress held a group meeting Wednesday to review the work report of the Standing Committee of the National People's Congress, the draft decision on the revision of the legislative law, the institutional reform plan of the State Council, and the draft law on the election and appointment of the first session of the 14th National People's Congress. Xin Changxing, Deputy to the National People's Congress, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, attended the meeting and made a speech.
Xin Changxing said in his speech that the work report made by Chairman Li Zhanshu is a good report that holds high the banner, highlights the rule of law, practices democracy and shows responsibility, which he is in sympathy with.
The past five years have witnessed innovative and promising work of the NPC and the most important achievement is that the CPC Central Committee with Comrade Xi Jinping as the core has made important progress in promoting the theory of the NPC system and the practice of the NPC's work.
The Standing Committee of the National People's Congress follows the decisions and arrangements of the Party Central Committee, closely follows the expectations of the people, closely follows the construction of the governance system, and closely relies on all representatives to exercise the legislative, supervisory, decision-making, and appointment and removal powers in accordance with the law, and embodies a high position by gaining insight into the decisive significance that the Party has established Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and defined the guiding role of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping at the core.

Xin Changxing said that this year is the first year to fully implement the spirit of the 20th CPC National Congress and the first year for the new NPC Standing Committee to perform its duties according to law. When reviewing the State Council's institutional reform plan, Xin Changxing said that he is in sympathy with the reform plan, adding that the institutional reform of the State Council is an important task of the institutional reform of the Party and the state and it meets the requirements of promoting the five-in-one overall layout and the four-comprehensive strategic layout in a coordinated manner, and the need to build a new development pattern and promote high-quality development.
