7月29日下午，区域全面经济伙伴关系协定（RCEP）实施论坛在苏州举行。作为东盟—中日韩（10+3）产业链供应链合作论坛暨东亚企业家太湖论坛的分论坛活动之一， 论坛以“享惠•会享”为主题，由中国国际贸易促进委员会江苏省分会、南京海关、江苏省商务厅与南京市人民政府共同主办。
The Regional Comprehensive Economic Partnership Implementation Forum was held in Suzhou on Friday on the sidelines of the ASEAN-China-Japan-Korea (10+3) Industry Chain Supply Chain Cooperation Forum and East Asian Entrepreneur Taihu Forum. The event was co-hosted by Jiangsu Branch of China Council for the Promotion of International Trade, Nanjing Customs, Department of Commerce of Jiangsu Province and Nanjing Municipal People's Government.
论坛重点围绕“高质量促进贸易和投资自由化便利化发展”，邀请东盟国家、日韩驻华使领馆、政府部门、经贸促进机构和重点企业代表，以及RCEP研究领域的著名专家学者，共同探讨研究如何抓住政策新机遇，用足用好RCEP规则，助力产业链供应链融合发展，推动享惠红利持续释放。
Representatives of ASEAN countries, Japanese and Korean embassies and consulates in China, government departments, economic and trade promotion agencies and key enterprises, as well as well-known experts and scholars in the field of RCEP research attended the forum that was focused on high-quality promotion of trade and investment liberalization and facilitation. The forum is intended to jointly discuss and study how to seize new policy opportunities, make full use of RCEP rules, help the integrated development of industrial chains and supply chains, and promote the continuous release of benefits.
据海关和贸促会统计，今年上半年，江苏省RCEP签证出口货值195亿元，居全国首位，相关企业享受RCEP其他成员国关税减让超1.5亿元。南京海关和江苏省贸促会共签发RCEP原产地证书5.57万份。其中，南京聚创新之能，乘开放之势，借RCEP生效的机遇加快服务构建“双循环”新发展格局示范区。
According to the statistics of the Customs and the China Council for the Promotion of International Trade, in the first half of this year, Jiangsu exported 19.5 billion yuan worth of goods under RCEP visas, ranking first in the country. Jiangsu enterprises enjoy more than 150 million yuan in tariff reductions from other RCEP member countries. Nanjing Customs and CCPIT Jiangsu issued a total of 55,700 RCEP certificates of origin.
据悉，南京以贸易便利化为突破口，不断提升服务能力，在全国首创RCEP等多个国际自贸协定合一的“FTA惠企‘一键通’”智慧平台，实现关税优惠、原产地规则、自贸政策等一键知晓，目前已有近6000家企业注册使用该平台，点击量近10万次。引导企业扩大电气设备、汽车零部件等降税商品出口，加大机电产品、矿产品等降税商品进口。同时，鼓励企业深挖对RCEP国家的进口需求，搭建了面向日韩、澳大利亚的进口消费品直销平台。今年上半年，南京对RCEP国家进出口增速高于平均增速1.6个百分点，其中对韩国、印尼、马来西亚、缅甸、柬埔寨等国进出口增长明显加快。此外，南京还积极开拓RCEP开放通道，推动中老（南京-万象）货运班列常态化运营，上半年南京至老挝发车量超去年全年4倍，加密直达日本、韩国的近洋航线，每周运行9班直达货轮。
Taking trade facilitation as a breakthrough point, Nanjing has continuously improved its service capabilities by launching the first smart platform in the country that integrates multiple international free trade agreements of RCEP, and realizing preferential tariffs, rules of origin, and free trade policies. At present, nearly 6,000 companies have registered to use the platform, with nearly 100,000 hits. Nanjing has encouraged enterprises to expand the export of tax-reduced goods such as electrical equipment and auto parts, and increase the import of tax-reduced goods such as mechanical and electrical products and mineral products. Efforts have been made to encourage enterprises to continuously stimulate import demand for RCEP countries by establishing a direct sales platform for imported consumer goods to Japan, South Korea and Australia. In the first half of the year, Nanjing's imports and exports to RCEP countries are 1.6 percentage points higher than the provincial average, and the growth of imports and exports to South Korea, Indonesia, Malaysia, Myanmar and Cambodia has accelerated significantly. Nanjing also actively explores the open channel of RCEP, and promoted the fixed operation of the Nanjing-Vientiane freight train. In addition, direct ocean routes to Japan and South Korea have been added with 9 direct freighters operated every week.
南京以投资和产业链重塑为动力源，不断强化项目支撑。今年上半年，RCEP成员国在宁累计新设33个项目，实际使用外资4.2亿美元，同比增长123.3%。支持RCEP区域跨国公司在宁设立地区总部和功能性机构，目前已有韩国、新加坡等RCEP成员国在宁设立了3家经认定的功能性机构。不断提升区域境外投资和工程承包跨境资源整合能力，仅上半年，南京企业赴日本、新加坡等RCEP国家境外投资备案项目8个，中方协议投资额1500万美元，同比增长23%，对外承包工程在RCEP成员国累计营业额4.5亿美元，占全市42.8%。
Nanjing has continuously strengthened its project support with investment and industrial chain reshaping as its driving force. In the first half of this year, RCEP member countries launched 33 investment projects in Nanjing, totaling foreign direct investment of US$420 million, a year-on-year increase of 123.3%. In the meantime, Nanjing has supported multinational companies in the RCEP region to set up regional headquarters and functional institutions in Nanjing. Currently, RCEP member countries such as South Korea and Singapore have established 3 certified functional institutions in Nanjing. In the first half of the year, Nanjing-based enterprises invested in 8 overseas investment record projects in Japan, Singapore and other RCEP countries with contracted investment amounting to US$15 million, a year-on-year increase of 23%. The turnover of contracted projects in RCEP member countries reached 450 million US dollars, accounting for 42.8% of the city's total.
在沙龙活动中，中外经贸促进机构代表共同就RCEP相关议题进行现场交流，中外企业代表也参与沙龙互动交流。RCEP生效实施对区域的跨境贸易、投资、服务、资金和人员流动产生什么影响、区域产业链供应链将如何优化整合、企业等市场主体如何利用RCEP的政策红利进一步开拓国际市场等等方面进行了富有建树的探讨和交流。
